18 <br /> 1 could be a separate advertisement to add a second item for consideration, and these public <br /> 2 hearings could be held concurrently. <br /> 3 John Roberts said there is no legal requirement for a public hearing for a subscription <br /> 4 service. <br /> 5 Commissioner Gordon clarified that if the Board chooses to move forward with public <br /> 6 hearings on the intent to create a tax service district, others can come and comment as they <br /> 7 want on any option, and then the Board can vote on any of these options on April 15th. <br /> 8 Michael Talbert said yes. <br /> 9 Commissioner Gordon said she just wants to make sure there is time to do other <br /> 10 options. She wants to make sure the public can come forward to make comments on all <br /> 11 viewpoints. <br /> 12 Commissioner Rich said the Board has not really heard from the public yet, only a few <br /> 13 members of the public. She called the question. <br /> 14 <br /> 15 VOTE: Ayes, 4 (Chair Jacobs, Commissioner Rich, Commissioner Pelissier, and Commissioner <br /> 16 Gordon); Nays, 2 (Commissioner Price and Commissioner McKee) <br /> 17 <br /> 18 Commissioner Gordon said it is okay with her to start the meetings at 6:00 p.m.; <br /> 19 however she would like a backup plan in case this hearing goes so long that it interferes with <br /> 20 the regular meeting. <br /> 21 Chair Jacobs said that was the pleasure of the majority of the Board and the backup <br /> 22 plan will be discussed. <br /> 23 <br /> 24 A motion was made by Commissioner Pelissier seconded by Commissioner Rich to hold <br /> 25 the following two public hearings: <br /> 26 <br /> 27 Public Hearing #1 Public Hearing #2 <br /> 28 Date: March 18, 2014 Date: April 1, 2014 <br /> 29 Time: 6:00 PM Time: 6:OOPM <br /> 30 Location: Southern Human Services Location: OC Department of Social <br /> 31 Center, Chapel Hill Services, Hillsborough <br /> 32 <br /> 33 Commissioner McKee said he feels that a decision has already been made. He said the <br /> 34 motion was the intent to create a service district. He said residents can come to talk about <br /> 35 other options, but the Board just walked past another very viable option to have included in the <br /> 36 public hearing. <br /> 37 Commissioner Pelissier said they went astray at the last meeting when she asked for <br /> 38 some background information about the various options in a public hearing about a service <br /> 39 district. She said a decision has not been made yet. <br /> 40 Chair Jacobs said staff understands that the Board wants to be as open as possible and <br /> 41 there are other options that will be brought to the table. He said he wants to consider what he <br /> 42 has heard from the public, and he still has an open mind about both options. <br /> 43 Commissioner Gordon said she has not made up her mind. <br /> 44 Chair Jacobs encouraged the Board to submit any factual questions to the manager. <br /> 45 <br /> 46 VOTE: UNANIMOUS <br /> 47 <br /> 48 PUBLIC COMMENT: <br /> 49 Don O'Leary said he suggests that there be law enforcement at these public hearings. <br />
