8 <br /> 1 Commissioner Gordon said it might address some of Commissioner Price's concern if <br /> 2 the legal advertisement told where paper copies could be obtained. <br /> 3 Perdita Holtz said this is already included in the advertisement, and she read the <br /> 4 paragraph. <br /> 5 Commissioner Gordon said it would be helpful to highlight the main items in bold when <br /> 6 there are so many items and a lot of text. <br /> 7 Perdita Holtz said this can be done on this advertisement too. <br /> 8 <br /> 9 A motion was made by Commissioner Gordon, seconded by Commissioner Pelissier to <br /> 10 approve the legal advertisement in attachment 1,with revisions as discussed, and that staff be <br /> 11 directed to put in bold the key phrases for items to be presented at the joint Board of County <br /> 12 Commissioners/Planning Board Quarterly Public Hearing scheduled for February 24, 2014. <br /> 13 <br /> 14 VOTE: UNANIMOUS <br /> 15 <br /> 16 a. Minutes <br /> 17 The Board approved the minutes from November 21 and December 2, 2013 as submitted by <br /> 18 the Clerk to the Board. <br /> 19 b. Motor Vehicle Property Tax Releases/Refunds <br /> 20 The Board adopted a resolution, which is incorporated by reference, to release motor vehicle <br /> 21 property tax values for twenty-five (25) taxpayers with a total of twenty-five (25) bills that will <br /> 22 result in a reduction of revenue in accordance with the NCGS. <br /> 23 c. Property Tax Releases/Refunds <br /> 24 The Board adopted a resolution, which is incorporated by reference, to release property tax <br /> 25 values for twenty-one (21) taxpayers with a total of thirty-six (36) bills in accordance with North <br /> 26 Carolina General Statute 105-381 that will result in a reduction of revenue. <br /> 27 d. Applications for Property Tax Exemption/Exclusion <br /> 28 The Board approved six (6) untimely applications for exemption/exclusion from ad valorem <br /> 29 taxation for eight (8) bills for the 2013 tax year. <br /> 30 e. Advertisement of Tax Liens on Real Property <br /> 31 The Board received a report on the amount of unpaid taxes for the current year that are liens on <br /> 32 real property as required by North Carolina General Statute (NCGS) 105-369 and approved a <br /> 33 request that March 19, 2014 be set by the Board as the date for the tax lien advertisement. <br /> 34 f. Orange County Arts Commission Annual DCP Renewal with NC Arts Council <br /> 35 The Board authorized the Orange County Arts Commission and staff to apply by the March 3, <br /> 36 2014 deadline for annual Designated County Partner (DCP) renewal with the NC Arts Council in <br /> 37 order to receive state Grassroots Arts Program funds for Orange County. <br /> 38 g. Application for North Carolina Education Lottery Proceeds for Chapel Hill — <br /> 39 Carrboro City Schools (CHCCS) and Contingent Approval of Budget Amendment# 4-. <br /> 40 C Related to CHCCS Capital Project Ordinances <br /> 41 The Board approved an application to the North Carolina Department of Public Instruction <br /> 42 (NCDPI) to release funds from the NC Education Lottery account related to FY 2013-14 debt <br /> 43 service payments for Chapel Hill — Carrboro City Schools, and authorized the Chair to sign and <br /> 44 to approve Budget Amendment#4-C (amended School Capital Project Ordinances), contingent <br /> 45 on the State's approval of the application. <br /> 46 h. Amending the County Manager's Employment Contract <br /> 47 The Board amended the County Manager's employment contract to allow for a three month <br /> 48 extension of employment and a thirty month extension of health insurance coverage. <br /> 49 L Request for Road Additions to the State Maintained Secondary Road System <br />
