21 <br /> ORANGE COUNTY <br /> C 0 Py BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: `March 7, 2013 <br /> Action Agenda <br /> Item No. 7-d <br /> SUBJECT: Proposal to Move Toward A Franchise to Privatize Curbside Solid Waste and <br /> Recycling Services in Unincorporated Area of Orange County <br /> DEPARTMENT: Solid Waste/Recycling PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) General Statutes 153A-136 Regulations Frank Clifton, 245-2300 <br /> of Solid Waste Gayle Wilson, 968-2885 <br /> 2) General Statutes 160A-327 John Roberts, 245-2318 <br /> Displacement of Private Solid Waste Michael Talbert, 245-2308 <br /> Collection Services <br /> PURPOSE: To discuss a proposal to move toward a county-wide franchise agreement that <br /> would privatize curbside Solid Waste and Recycling Services in the unincorporated areas of <br /> Orange County. <br /> BACKGROUND: The Solid Waste Mission Statement is to operate public facilities receiving <br /> and processing various types of Municipal Solid Waste and Construction and Demolition Waste <br /> in such a way as to provide a high quality, reliable, cost effective environmental safe <br /> containment of these wastes ensuring the protection of the environment, health and safety of <br /> the citizens of Orange County. <br /> The BOCC has authorized a major modernization/upgrade of the Walnut Grove Solid Waste <br /> Convenience Center as a first step in eventual improvements to all five solid waste convenience <br /> centers. These improvements conceive creating two centrally located District Centers (Walnut <br /> Grove and Eubanks) which would have extended hours of operation and a wide range of <br /> services to include Household Hazardous Waste, expanded salvage sheds, food waste/cooking <br /> oil recycling and various other new and improved recycling opportunities. The other three <br /> Neighborhood Centers would have slightly reduced hours of operation and more limited <br /> services. All would utilize compaction for more efficient hauling and be paved for a more <br /> sanitary and aesthetic resident experience with more user friendly and safer waste/recycling <br /> receptacles. <br /> The Orange County Municipal Solid Waste Landfill, located on Eubanks Road, will close on <br /> June 30, 2013. The Construction and Demolition landfill will continue to operate for the next 17 <br /> to 18 years. White goods, scrap tires, scrap metal, mattresses, and yard waste will become part <br /> of the recycling division beginning July 1, 2013. These significant changes in the operation of <br />
