Chair Jacobs said the flipside was that the Board of County Commissioners established <br /> a budget, and the mothball takes this into another area of expenditure. He said the Board <br /> needs more facts about the issues above, and this should be included as part of the CIP <br /> discussion. <br /> Commissioner Price asked how much was put into the preservation of the Whitted <br /> Building. <br /> Chair Jacobs said this amount was $1.7 million. <br /> Commissioner Price noted that this building sat for a period of time. <br /> Chair Jacobs said this will be scheduled for discussion at a regular meeting in future. <br /> 2. Lands Legacy Action Plan for FY 2014-17 <br /> Rich Shaw, Land Conservation Manager with the Department of Environment, <br /> Agriculture Parks and Recreation (DEAPR), presented the following overview and PowerPoint <br /> slides: <br /> November 12, 2013 <br /> Department of Environment, Agriculture, <br /> Parks & Recreation <br /> Lands Legacy Program <br /> Conserving high-priority <br /> natural & cultural resource lands <br /> ✓ Voluntary <br /> ✓ Partnerships <br /> ✓ Funding (including $5 M grants) <br /> ✓ 1,001 acres for parks & preserves <br /> ✓ 2,030 acres private farms & natural areas <br /> • Changing conditions <br /> ➢ Improving regional economy <br /> ➢ NC Conservation Tax Credit eliminated <br /> ➢ Reduced funding from the State <br /> ➢ County parks & recreation master plan <br /> ➢ County funds for conservation easements <br /> Draft Lands Legacy Action Plan <br /> Objectives for 2014-17 <br /> • Continue current scaled-back approach <br /> • Complete projects already underway <br /> • Conserve significant natural areas <br /> • Establish/extend trails to link public places <br /> • Stewardship of existing properties <br /> Draft Lands Legacy Action Plan <br /> Priority Projects <br /> • Bingham Township Park <br /> • Upper Eno Preserve/Mtns-to-Sea Trail <br /> • Farmland easements <br /> • Jordan Lake Headwaters Preserve <br />
