2 <br /> Power Lift Stretchers will be ordered for ambulance additions/replacements to the fleet in <br /> subsequent future years. The remaining manual stretchers will be maintained in reserve <br /> ambulances until they reach the end of service life. <br /> North Carolina General Statute (NCGS) 143-129(e)(3) allows local governments to make <br /> purchases through a competitive bidding group purchasing program, which is a formally <br /> organized program that offers competitively obtained purchasing services at discount prices to <br /> two or more public agencies. The EMS Redline Association Cooperative is a cooperative <br /> purchasing group that meets the requirements of NCGS 143-129(e)(3). The specific contract <br /> number is 6506. <br /> OCES has two (2) outdated and unserviceable stretchers (Ferno is the vendor) and six (6) <br /> "stair-chairs", which are used to move patients safely down stairs. OCES proposes to declare <br /> these stretchers and stair-chairs as surplus, and donate these items to a UNC student <br /> organization called the Association for Carolina Emergency Response and Injury Prevention <br /> (ACERIP). ACERIP provides learning opportunities to UNC students by teaching basic <br /> emergency medical technician (EMT) courses and recently received approval by the North <br /> Carolina Office of EMS as an educational institution. ACERIP is in need of training stretchers <br /> and stair-chairs to teach lifting and moving skills to EMT students. <br /> FINANCIAL IMPACT: The total cost of the equipment upgrade is $101,168.64. The County <br /> designated $20,809 in matching funding for the purchase of the Stryker Power Lift stretcher and <br /> $80,359.64 from the FEMA Assistance to Fire Fighter's Grant (Project #71053). The remaining <br /> $2,875.36 will be utilized for the training of all staff for the safe utilization of the new equipment. <br /> Emergency Services hopes to offset additional training costs with the sale of the serviceable <br /> manual stretchers. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) Approve the grant funded purchase of the Stryker Power-Pro XT Stretchers; <br /> 2) Authorize Asset Management Services to sell eight (8) serviceable MX Pro Stryker <br /> stretchers to offset the 20% local match; and <br /> 3) Declare the two (2) stretchers and six (6) stair-chairs as surplus, and authorize <br /> Emergency Services to donate two (2) surplus Ferno stretchers and two (2) stair-chairs to <br /> the ACERIP UNC student organization. <br />
