5 <br /> 7. PUBLIC HEARINGS - NONE <br /> 8. ITEMS FOR DECISION - CONSENT AGENDA <br /> A motion was made by Commissioner Carey, seconded by Commissioner Jacobs to approve those <br /> items on the consent agenda as stated below: <br /> a. Reappointment of County Review Officer for Plat Approval <br /> This item was removed and placed at the end of the consent agenda for separate <br /> consideration. <br /> b. Watershed Best Management Practice Amendment <br /> The Board approved proposed language changes to the Orange County Zoning Ordinance <br /> regarding Best Management Practices (BMPs) as presented. This revision allows the use of BMP's <br /> under the zoning ordinance language, but specifies that the use of BMP's does not permit an increase in <br /> the impervious surface allowed. <br /> C. Petition for Addition of Subdivision Roads to the State Maintenance Program: Mel-Oak <br /> Drive and Mel-Oaks Trail, Chapel Hill Township <br /> The Board approved adding these two streets to the state-maintained secondary road <br /> system. <br /> d. Replacement of Deed of Trust— Pine Hill Drive Bond Project <br /> The Board authorized the Chair to execute documents necessary to release the deed of trust <br /> for the Pine Hill Drive bond project. <br /> ITEMS REMOVED FROM THE CONSENT AGENDA <br /> a. Reappointment of County Review Officer for Plat Approval <br /> The Board considered approving the reappointment of a County review officer for approval of <br /> all surveys and plats recorded in Orange County. <br /> Commissioner Brown asked about approval of plats. Geoffrey Gledhill said that if you are <br /> creating a new lot you need a plat that has to be recorded. Sometimes existing property needs to be <br /> resurveyed for various reasons. If there is a subdivision of property the plat would be presented with <br /> some other documents that would be recorded. <br /> Commissioner Brown asked how long it takes someone to go through the process of getting a <br /> deed finalized. She wants to understand the process. This will be written out for the Commissioners in <br /> an upcoming Manager's memo. <br /> A motion was made by Commissioner Brown, seconded by Commissioner Carey to approve <br /> the resolution appointing Tammy R. Hicks, a certified property mapper from the Land Records/GIS office, <br /> to be a Review Officer for Orange County. <br /> A RESOLUTION APPOINTING A COUNTY REVIEW OFFICER <br /> BE IT RESOLVED that subject to NCGS 47-37.2, the Orange County Board of Commissioners appoints <br /> Tammy R. Hicks, a certified property mapper, pursuant to G.S. 147-54.4, to be a Review Officer to <br /> review each map and plat required to be submitted for review before the map or plat is presented to the <br /> register of deeds for recording, said appointment to be effective the 21" day of August 2001. <br /> This, the 21" day of August 2001. <br /> VOTE: UNANIMOUS <br /> 9. Olive Branch Inn — Class A Special Use Permit (SUP-A-1-01) S54 Historic Sites Non- <br /> residentiallMixed Use <br /> The Board considered a class A special use permit to allow the Olive Branch Inn to operate <br /> as a bed and breakfast. <br />
