1 <br /> I Attachment 3 <br /> 2 <br /> 3 DRAFT <br /> 4 <br /> 5 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 6 PLANNING RETREAT <br /> 7 Solid Waste Administrative Offices <br /> 8 January 31, 2014 <br /> 9 8:30 a.m. <br /> 10 <br /> 11 The Orange County Board of Commissioners met for a Board annual retreat on Friday, <br /> 12 January 31, 2014 at 8:30 a.m. at the Solid Waste Administrative Offices in Chapel Hill, <br /> 13 North Carolina. <br /> 14 <br /> 15 COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Mark <br /> 16 Dorosin, Alice Gordon, Earl McKee, Bernadette Pelissier, Renee Price and Penny Rich <br /> 17 COUNTY ATTORNEY PRESENT: John Roberts <br /> 18 COUNTY STAFF: Interim County Manager Michael Talbert, Assistant County <br /> 19 Managers Clarence Grier and Cheryl Young and Clerk to the Board Donna S. <br /> 20 Baker (other staff will be identified below) <br /> 21 <br /> 22 <br /> 23 Welcome/Continental Breakfast <br /> 24 <br /> 25 Facilitator (Rod Visser) — Introductions/Ground Rules <br /> 26 <br /> 27 Introductions were made. <br /> 28 <br /> 29 Rod Visser explained his role as facilitator: <br /> 30 • Assist the commissioners in having the most effective discussion and outcomes <br /> 31 possible from their retreat <br /> 32 • Employ an acceptable set of ground rules to assist commissioners in having <br /> 33 effective conversations <br /> 34 • Be, and be perceived to be, substantively neutral <br /> 35 • Bring process expertise to the table, NOT subject matter or management expertise <br /> 36 • Help commissioners manage their time to accomplish their agenda to the maximum <br /> 37 degree possible <br /> 38 • Ask clarifying questions when it is helpful and appropriate to do so <br /> 39 • Assist commissioners in making adjustments to their agenda, as needed <br /> 40 • Assist Board and staff in developing mutual understanding about agreed upon next <br /> 41 steps and follow up actions, if any <br /> 42 • Act as timekeeper, and keep the board aware of it, but for each agenda topic, the <br /> 43 board will decide how to spend its time and what direction they will provide to staff; <br /> 44 <br /> 45 He then reviewed the ground rules below, as developed by Roger Schwarz at the <br /> 46 School of Government (this information was included in the agenda attachment <br /> 47 "Memorandum - Proposed Ground Rules for January 31, 2014 Retreat' <br /> 48 <br /> 49 Core Values Underlying Ground Rules <br /> 50 ➢ valid information <br /> 51 ➢ free and informed choice <br /> 52 ➢ internal commitment <br /> 53 ➢ compassion <br /> 54 <br />
