1 <br /> I Attachment 2 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 5 MEBANE CITY COUNCIL <br /> 6 JOINT MEETING <br /> 7 November 14, 2013 <br /> 8 5:30pm <br /> 9 <br /> 10 The Orange County Board of Commissioners and the City of Mebane met in a joint <br /> 11 meeting on Thursday, November 14, 2013 at the West Campus Office Building in Hillsborough, <br /> 12 N.C. <br /> 13 <br /> 14 COUNTY COMMISSIONERS PRESENT: Chair Jacobs and Commissioners Mark Dorosin, Earl <br /> 15 McKee, Bernadette Pelissier, Renee Price and Penny Rich <br /> 16 COUNTY COMMISSIONERS ABSENT: Alice Gordon <br /> 17 COUNTY ATTORNEYS PRESENT: <br /> 18 COUNTY STAFF PRESENT: Interim County Manager Michael Talbert, Assistant County <br /> 19 Managers Clarence Grier, Cheryl Young and Clerk to the Board Donna Baker (All other staff <br /> 20 members will be identified appropriately below) <br /> 21 MEBANE CITY COUNCIL MEMBERS PRESENT: Mayor Glendel Stephenson, and Council <br /> 22 Members, Mayor Pro-Tem Patty Philipps, Tim Bradley, Ed Hooks, Jill Auditori <br /> 23 MEBANE CITY COUNCIL MEMBERS ABSENT: Everette Greene <br /> 24 MEBANE CITY COUNTY STAFF PRESENT: City Manager David Cheek and Assistant City <br /> 25 Manager Chris Rollins (All other staff members will be identified appropriately below) <br /> 26 OCS SCHOOL BOARD MEMBERS PRESENT: Donna Coffey Chair and Geri Martin, <br /> 27 Superintendent <br /> 28 <br /> 29 Welcome, Call To Order, and Opening Comments <br /> 30 Chair Jacobs called the meeting to order. He said he is pleased to have these <br /> 31 meetings, and he feels this has helped to build a good relationship between the city and <br /> 32 County. <br /> 33 Mayor Stephenson said the city and County have had a good relationship for many <br /> 34 years, especially with the joint economic development projects. He said the industrial park is <br /> 35 going to help this take off. He said the future of Mebane is tied to great extent to Orange <br /> 36 County, and the city is going to grow in that direction. He said there will need to be a lot of <br /> 37 cooperation and collaboration. <br /> 38 Chair Jacobs said that Commissioner Gordon could not make it this evening due to a <br /> 39 prior commitment, and Commissioner Price will need to leave early to attend a prior <br /> 40 commitment. <br /> 41 Introductions were made. <br /> 42 <br /> 43 1. Economic Development & Infrastructure Update <br /> 44 Orange County Economic Development Director Steve Brantley passed out Hi-chew <br /> 45 candy from the Morinaga Company. <br /> 46 He said County staff is having the opportunity to meet with land owners, realtors, and <br /> 47 the Mebane City Manager, and he is seeing lots of new prospects in the pipeline for the <br /> 48 Mebane area. He said this is encouraging, and it is happening in part as a result of the <br /> 49 announcement of the Morinaga project. He said his office and the planning department have a <br /> 50 good working relationship with the City of Mebane. <br />
