The request for time extension was due to two unrelated delays. One was a <br /> delay in acquiring the finalized easement across a large portion of property near the western end <br /> of line S-1. This easement had to be redone when the archaeological survey discovered a <br /> potentially sensitive area along the originally designed path of the sewer line. The sewer line <br /> route had to be redesigned and the easement redone. Several complications arose with this,most <br /> prominently that the land had been redistributed amongst several out-of-state heirs after the <br /> original easement was signed, which made contacting and acquiring signatures difficult. <br /> The second delay was related to the original sewer line design around a pond at the eastern end <br /> of sewer line S-1. Because of the topography,the sewer line was going to be in the toe of the <br /> pond dam as designed, even though it was far enough away from the water's edge to satisfy State <br /> buffer requirements. The Contractor raised the question and the decision was made to change <br /> the route so the sewer line passed the pond on the opposite side to avoid the dam. While this <br /> new design was being worked out,the Contractor submitted this request as an open ended time <br /> request. Hobbs Upchurch has made a determination that this request ends on December 1, 2013, <br /> which set the number of days requested as part of this request at 76. The contractor has since <br /> been given permission to begin at Manhole#5 along line S-1, so as not to delay them any longer. <br /> While this is not ideal, it does allow the Contractor to commit a crew to the job and not prolong <br /> construction of line S-1. <br /> The costs of the change orders have been summarized below, along with the summary for <br /> Change Order#I and#2. Going forward,new change orders can be added to this summary so <br /> that all the change order information will be available in one document for easy review. <br />
