16 <br />• Immediately apply for DENR Roll Carts Grants with the County's <br />Assistance as needed; <br />• Negotiate in good faith with the County to execute an interim agreement for <br />the Purchase of Roll Carts for the Town whereby <br />o Town will reimburse the County for the cost of the roll out carts from <br />the DENR Roll Carts Grant award within 30 days of receipt of the <br />grant funds; <br />• Negotiate in good faith with the County to finalize a new comprehensive <br />Solid Waste Interlocal Agreement as soon as possible but no later than <br />June 30, 2014; <br />• Assist the County with the implementation of a conversion to roll carts for <br />the urban curbside recycling programs as soon as contracts have been <br />approved but no later than July 1, 2014; <br />• Include in the Town's 201412015 Budget Ordinance a section authorizing <br />the County to charge and collect a fee for urban curbside, and multi-family <br />recycling within Hillsborough's town limits and provide urban curbside and <br />multi-family recycling services including new roll carts for all Town <br />residents. <br />
