He noted that this is being discussed as a $30 million project, but it is not $30 million <br /> if it is done in phases and pods. <br /> Michael Talbert said that is correct, and the consultant will be bringing forward these <br /> various options. <br /> Chair Jacobs said this number is intimidating, and it is good to put it into context when <br /> discussing it. <br /> Commissioner Rich asked if public transportation has been discussed as a means for <br /> visitors to get to the jail. She asked if buses will service this area. <br /> Jeff Thompson said there have been preliminary discussions about public transit, but <br /> the state has restrictions on what is allowed on the property. <br /> Commissioner Rich said she would like this explored further. <br /> Chair Jacobs said the Board has not had that discussion yet, but is consistent with <br /> other issues that have been dealt with in and around Hillsborough. He noted that this includes <br /> the Orange Correctional facility, so there is a larger prison population that could be served. <br /> Commissioner Rich said she would like to add Veteran's Court to the programs for <br /> discussion. She said this was discussed at the NACO meeting in Washington D.C. last year. <br /> She said this is a program to provide alternatives to veterans to avoid having them end up in <br /> jail or homeless. She said this program is similar to drug court. <br /> Commissioner Pelissier asked if this is specifically for veterans that are homeless. <br /> Commissioner Rich said no; this is for veterans in general. <br /> Cheryl Young pointed out that the contract only identifies current Orange County <br /> programs, but there are provisions that allow the addition of other programs for evaluation. <br /> She said Veteran's Court can be identified as one of these programs. <br /> Commissioner Rich said the program statement says "not limited to", and this is why <br /> she mentioned the addition. <br /> Commissioner Dorosin asked if what is drawn on the map actually exists, or if it is <br /> based on anything. <br /> Jeff Thompson said this drawing was based on an initial site assessment to determine <br /> if the property could support the facility. He said this was designed as a boundary for site <br /> lines, fence lines, and distances from the roads and the correctional facility. He said it is a <br /> general footprint. <br /> Commissioner Dorosin asked about the significance of the blue area with lines. <br /> Jeff Thompson said this is a safety area between the fence line and the building. He <br /> said this area was mandated by the state. <br /> Commissioner Rich said the section she was referring to is on page 9. She said the <br /> statement says "including, but not limited to the following programs." <br /> Chair Jacobs said there is no reason not to add the Veteran's Court. <br /> A motion was made by Commissioner Pelissier, seconded by Commissioner Rich to <br /> include a reference to the Veterans Court; and to approve a professional services agreement <br /> with Solutions for Local Government in the amount of$24,665 to consult with the County <br /> regarding jail alternatives; and approve a professional services agreement with Solutions for <br /> Local Government in the amount of$26,400 to consult with the County regarding jail facility <br /> programming, design guideline development, integration of potential jail alternative programs, <br /> and architectural design selection process development. <br /> VOTE: UNANIMOUS <br />
