The Board approved the certification requirements for the Fire Marshal's Division to participate <br /> in the North Carolina State Firemen's Association for the year 2013 and authorized the Chair <br /> to sign. <br /> e. Approval of Financing Arrangement and Fund Balance Appropriation for Orange <br /> Rural Fire Department No. 1, Inc. to Purchase a Replacement Fire Truck <br /> The Board approved a request from Orange Rural Fire Department No. 1, Inc. to enter into a <br /> financing arrangement to purchase a fire truck, authorize the Board of Commissioners' Chair to <br /> sign the appropriate documents related to the financing arrangement, and appropriate $70,000 <br /> from the District's County-held fund balance. <br /> h. Proclamation — Bill of Rights Day <br /> The Board adopted a proclamation to officially recognize Bill of Rights Day in Orange County <br /> during the month of December and authorized the Chair to sign. <br /> 7. Regular Agenda <br /> a. Assessment of Jail Alternatives and Jail Development <br /> The Board received a progress update regarding the Orange County Jail development; <br /> considered approving a professional services agreement with Solutions for Local Government <br /> in the amount of$24,665 to consult with the County regarding jail alternatives; and considered <br /> approving a professional services agreement with Solutions for Local Government in the <br /> amount of$26,400 to consult with the County regarding jail facility programming, design <br /> guideline development, integration of potential jail alternative programs, and architectural <br /> design selection process development. <br /> Cheryl Young reviewed the following goals: <br /> 1) For the Board to receive a progress update regarding the Orange County Jail development; <br /> 2) to approve a professional services agreement with Solutions for Local Government in the <br /> amount of$24,665 to consult with the County regarding jail alternatives; and <br /> 3) to approve a professional services agreement with Solutions for Local Government in the <br /> amount of$26,400 to consult with the County regarding jail facility programming, design <br /> guideline development, integration of potential jail alternative programs, and architectural <br /> design selection process development. <br /> Cheryl Young reviewed the following background information from the abstract: <br /> In October 2012, the North Carolina Council of State ("COS") approved a 50 year Land Lease <br /> with Orange County for the purpose of a permanent Orange County jail facility. The Board of <br /> County Commissioners authorized the execution of the Lease in June of 2013. Governor Pat <br /> McCrory completed the full execution of the lease on September 4, 2013, marking the <br /> "Effective Date" of the Lease. <br /> The terms of the Lease allow a thirty-six month period for period for the County to design and <br /> begin construction of the jail facility, and an additional thirty-six month period to finish <br /> construction and begin operation of the facility. <br /> In anticipation of the new jail, the BOCC established an Assessment of Jail Alternatives Work <br /> Group to undertake a comprehensive assessment of jail alternatives programs and the impact <br /> each program may have on inmate population.
