The facility owner shall work with NCDOT to complete a traffic intersection analysis f <br />access points along any state - maintained road or highway to determine need for cess <br />improvements such as left turn lanes or deceleration lanes. <br />(H) he facility owner shall work with NCDOT, the State Highway /dece Cc ty officials <br />to ddress traffic management issues to coordinate acceleratio ration lanes <br />at a roved entrance and exit points on the property during m. (1) The fac ty owner shall work with NCDOT and County officials per signage on <br />the prope directing traffic through a one -way ingress and egn. (J) A litter collec ' n and recycling system shall be developed thro grounds and at <br />all points of eg ss. During events facility employees shall r love trash from the <br />receptacles in a t ely manner. <br />(K) All new facilities sha install noise abatement systems ensure compliance with <br />applicable County nois regulations <br />For existing facilities, the operty owner /manage shall provide a noise abatement <br />system to reduce sustained oise levels at the operty lines to the lowest practical level. <br />To accomplish this goal, the o ers /manag s have the option of employing, either singly <br />or in combination, any of the folio 'ng- <br />(1) Requiring all competition veh' es to have functional noise mufflers attached at all <br />times; <br />(2) Installing a system of no' e baffles, berms, or walls on the perimeter of the <br />racetrack facility incor orated into th design and placement of any lighting <br />system and viewin tands, and /or <br />(3) Depressing the evation of the raceway t ck surface, or <br />(4) Some other i novative noise abatement syst <br />(L) Limits on racing ivities shall be such that no race shal xtend beyond 11:00 p.m. on <br />Friday and Sat day nights, or beyond 9.00 p.m. on other enings. Practice activities <br />shall not co ence before 10.00 a.m. on any day and shall ase by 9:00 p.m. <br />(M) All extern lighting fixtures shall comply with Orange County lig 'ng standards (Section <br />6.11). <br />(N) No orage of hazardous materials shall be permitted, except for racin fuel and <br />lu ricants. Such material storage areas shall be enclosed and posted a d the Orange <br />ounty Fire Marshal shall approve a pollution incident prevention plan for e storage <br />facility prior to final occupancy permits. <br />( If additional or accessory land uses are desired, the facility owner shall cause a ew site <br />plan to be created outlining the location and nature of the proposed new land use, <br />demonstrating compliance with this Ordinance. <br />(P) The County shall approve a construction schedule to complete the items listed above. <br />6.7.6 Guest Ranch <br />(A) Standards for ASE -CZ Zoning District <br />(1) Minimum lot size: 25 acres. <br />(2) Application materials shall include a comprehensive groundwater study, for <br />facilities expected to use more than 240 gallons of groundwater per day per acre <br />of lot area.
