210
removing the most intensive uses from consideration in the Rural Buffer is likely the most
feasible way to proceed. There is acknowledgement that a project that may not be suitable on
a 3 -acre parcel immediately adjacent to a residential subdivision may be an appropriate use on
a 20 -acre parcel with limited neighbors. The new conditional zoning district would give the
Board of Commissioners discretion in deciding these types of situations.
Public Information Meeting
A Public Information Meeting is scheduled to be held on Thursday, February 13, 2014. This
meeting was advertised in the legal ad for the quarterly public hearing, in press releases, and
via flyers. The News of Orange printed the press release in its January 29 print edition. Flyers
advertising the meeting were also posted in several governmental buildings, at solid waste
convenience centers, and at several businesses located in the county. Cooperative Extension
also distributed the flyer to the participants in the Breeze Farm training class.
Information about the ASE program, including the public information meeting, was posted on
the Planning Department's website
(http: / /orangecountync.gov/ planning /AgricuIturalSupportEnterprises .asp) on January 24, 2014.
Joint Planning Area Plan and Agreement Amendments
As is discussed in Section B.2 of Attachment 1, text amendments to the JPA Land Use Plan
and Agreement are necessary in order to adopt the proposed Comprehensive Plan and UDO
amendments related to the ASE program within the Rural Buffer. The JPA amendments are
scheduled for the March 27, 2014 joint planning public hearing. Because of the extended
timeframe and the necessity of adopting the JPA amendments prior to considering the
Comprehensive Plan /UDO amendments for adoption, the public hearing for the Comprehensive
Plan /UDO amendments will be adjourned to September 4, 2014 in order to receive the Planning
Board's recommendation and any submitted written comments.
FINANCIAL IMPACT: See Section C.3 of Attachment 1.
RECOMMENDATION(S): The Planning Director recommends the Board:
Receive the proposal to amend the Comprehensive Plan and Unified Development
Ordinance.
2. Conduct the public hearing and accept public, BOCC, and Planning Board comment on
the proposed amendment.
3. Refer the matter to the Planning Board with a request that a recommendation be
returned to the Board of County Commissioners in time for the September 4, 2014
BOCC regular meeting.
4. Adjourn the public hearing until September 4, 2014 in order to receive and accept the
Planning Board's recommendation and any submitted written comments.
