224 <br />In dition to the listing of such uses, the Board of County Commissioners intends at <br />the gadeneral standards and the more specific requirements established herein, s I I be <br />used by the Board of Adjustment, the Planning Board and the Board of Count <br />mmissioners, as appropriate, to direct deliberations upon application or e approval of <br />Sp e 'al Uses. <br />(D) It is the press intent of the Board of County Commissioners to del' eate the areas of <br />concern co nected with each Special Use and to provide standar by which applications <br />for such Spec I Use shall be evaluated. <br />(E) Establishment o lasses of Special Uses; Authority T Approve or Disapprove <br />There are hereby esta fished the following classes of ecial Uses which shall be <br />approved or disapprove s shown: <br />(1) Class A - Approved disapproved by and of County Commissioners <br />(2) Class B - Approved or di proved y Board of Adjustment <br />5.1.4 Conditional Uses <br />(A) The /predeteined of County Commissio rs is min ful of its responsibility to protect the public <br />heaety and general well e of the resid is of Orange County and intends to <br />enc development wit n the County consis nt with that purpose. <br />(B) The of County C missioners also recognizes at certain uses are appropriate <br />for ment in O nge County but their location an ite development specifics <br />canpredete fined or regulated through the use of a eneral zoning dis trict <br />desn an onventional standards (C) Conl ses and Conditional Use Districts are hereby establi ed and shall be <br />reviaccordance with the provisions of this Ordinance (D) Per Uses <br />V1 Any use listed as Permitted by Right or by Special Use Permit on the able of <br />Permitted Uses may be approved as a Conditional Use within a Con( iti al Use <br />District, unless expressly excluded in Section 5.1.4(E) of this Ordinance. <br />(2) Permitted uses are subject to all general and specific standards of appro\for <br />that use, as established within this Section. <br />(E) Exclusions <br />(1) Unless otherwise noted in Section 5.2, the following uses shall not be considered <br />or approved as a Conditional Use District within the Commercial - Industrial <br />Transition Activity Node or Economic Development Transition Activity Node land <br />use classifications, <br />as designated by the adopted Comprehensive Plan: <br />(a) <br />Airports, General Aviation, Heliports, S T.O.L, <br />(b) <br />Class II Kennels, <br />(c) <br />Commercial Feeder Operation, <br />(d) <br />Composting Operation with grinding, <br />(e) <br />Crematoria, <br />(f) <br />Extraction of Earth Products, <br />(g) <br />Junkyards, <br />(h) <br />Landfills (less than 2 acres), <br />(i) <br />Landfills (2 acres or more), <br />(j) <br />Meat Processing Facility, Regional, <br />
