5.8.1 <br />(b) An analysis of the amount of groundwater withdrawal considered to be <br />safe and sustainable in the immediate vicinity; and <br />(c) An analysis of whether other wells in the vicinity of the proposed use will <br />be affected by withdrawals made by the proposed use. <br />(3) Site shall have direct access to major road, as classified in the Orange County <br />Comprehensive Plan, and shall use said road as the primary access, unless <br />approved otherwise in the permit. <br />(4) All structures, facilities, storage areas, and parking areas shall be located a <br />minimum of 100 feet from all property lines. <br />(5) Special events are not allowed unless approved in the permit and may be limited <br />in duration, frequency, number of people in attendance, or other aspects. <br />(6) Loudspeakers and public address systems shall not be used before 7 a.m. or <br />after 7 p.m. if an existing residence is located within 1,000 feet of the facility, <br />unless approved otherwise in the permit. <br />(7) All unpaved areas shall be maintained in a manner which prevents dust from <br />adversely impacting adjacent properties. <br />Center in a Residence <br />(A) Submittal Requirements <br />In addition to the information required by Section 2.4.3, the pl plan shall show <br />the following: <br />The location of the residence in which the Day re Center in a <br />Residence is to be located in relation to exi ng property lines and <br />adjacent homes; <br />(b) T location, number, and means of cess to required off street parking <br />area ; <br />(c) The locate and type of requi d landscaping and /or screening; and <br />(d) A fenced, out or play sp e. <br />(2) A floor plan of the propose c ' d care facility, showing the use and dimensions <br />of each room and the locati f entrances and exits. <br />(3) Evidence that the mini m requir ents to qualify for a state Center in a <br />Residence for 3 to 1 hildren licens have been satisfied. <br />(B/Adequate f Evaluatio <br />Daycar enter in a Residence is to be to ted in an area, which is free <br />con ons dangerous to the physical and m al welfare of the children. <br />imum requirements to qualify for a State of N h Carolina child care <br />se are satisfied. e is direct frontage and access on a public state maintai d road. <br />uate access to and from the site, as well as adequate space ff the road <br />-of -way, is provided for the safe pickup and discharge of childre nd is ided in such a manner that traffic generated by the Daycare Center ' a <br />idence is not disruptive to adjacent residentially developed properties. <br />169 <br />
