120 <br />Review Committee (ORC) (see Section C.2.b in Attachment 1 for more information) and <br />comments made by these boards have been incorporated into the proposed amendments. <br />Both advisory boards are supportive of moving forward with the ASE program. <br />At the BOCC work session on May 14, 2013, the BOCC asked staff to get input from the <br />advisory boards, especially the Agricultural Preservation Board, on whether removing the more <br />intensive uses from the new conditional zoning district (ASE -CZ) would be acceptable. Both the <br />Agricultural Preservation Board and the ORC are supportive of allowing applicants to apply for <br />as many agriculturally - related uses as possible since the new ASE -CZ enables projects to be <br />considered on a site - specific, case -by -case basis. There is acknowledgement that a project <br />that may not be suitable on a 3 -acre parcel immediately adjacent to a residential subdivision <br />may be an appropriate use on a 20 -acre parcel with limited neighbors. The new conditional <br />zoning district would give the Board of Commissioners discretion in deciding these types of <br />situations. <br />Public Information Meeting <br />A Public Information Meeting is scheduled to be held on Thursday, February 13, 2014. This <br />meeting was advertised in the legal ad for the quarterly public hearing, in press releases, and <br />via flyers. The News of Orange printed the press release in its January 29 print edition. Flyers <br />advertising the meeting were also posted in several governmental buildings, at solid waste <br />convenience centers, and at several businesses located in the county. Cooperative Extension <br />also distributed the flyer to the participants in the Breeze Farm training class. <br />Information about the ASE program, including the public information meeting, was posted on <br />the Planning Department's website <br />(http: / /orangecountync.gov/ planning /AgriculturalSupportEnterprises .asp) on January 24, 2014. <br />FINANCIAL IMPACT: See Section C.3 of Attachment 1. <br />RECOMMENDATION(S): The Planning Director recommends the Board: <br />Receive the proposal to amend the Comprehensive Plan and Unified Development <br />Ordinance. <br />2. Conduct the public hearing and accept public, BOCC, and Planning Board comment on <br />the proposed amendment. <br />3. Refer the matter to the Planning Board with a request that a recommendation be <br />returned to the Board of County Commissioners in time for the April 15, 2014 BOCC <br />regular meeting. <br />4. Adjourn the public hearing until April 15, 2014 in order to receive and accept the <br />Planning Board's recommendation and any submitted written comments. <br />
