Harvey, Planner III (919) 245 -2597 <br />Craig Benedict, Director (919) 245 -2575 <br />PURPOSE: To hold a quasi-judicial public hearing and receive comment on a Class A Special Use <br />Permit application in accordance with Section 2.7 Special Use Permits and Section 5.9.6 (C) Solar <br />Array - Public Utility of the Orange County Unified Development Ordinance (UDO). <br />A quasi-judicial hearing means that testimony is sworn and evidence must be competent and <br />substantial. Hearsay or unsubstantiated opinions are not sufficient testimony. <br />BACKGROUND: On December 20, 2013 staff received an application proposing the development <br />of a solar array on 2 parcels of property totaling 52 acres in area owned by Stout Farm LLC off of <br />Redman Road. <br />The basic facts of the application are as follows: <br />Applicant: Strata Solar Stout Farm LLC <br />1119 US 15 -501 Hwy South 1513 Crepe Myrtle Dr. <br />Suite 101 Sanford, NC 27330 <br />Chapel Hill, NC 27516 <br />Agent(s)- Strata Solar <br />Location: Redman Road (Please refer to Attachment 2 for a vicinity map of <br />the project) <br />Parcel Information: a. PIN(s): 9844 -06 -5971 and 9844 -17 -2687. <br />b. Size of parcel(s): 52 acres. Strata Solar is proposing to lease <br />the entire 52 acres to support the proposed utility operation. <br />
