33 <br />Section 1.20 RULES AND REGULATIONS <br />PURPOSE <br />It is essential that the performance of work related activities be consistent and maintains minimum <br />acceptable standards. Rules and regulations relay these standards to the work force. The rules also help: <br />• To improve the safety, health and security of employees. <br />• To attain greater efficiency in operational activities. <br />Each branch is to have readily available as reference, General Industry Safety & Health Standards, 29 <br />CFR 1910 (OSHA standards), and the Federal Motor Carriers Safety Regulations. This is obtainable from <br />your local OSHA office, DOT or in electronic format (internet websites). <br />Each employee shall be given a copy of the following rules and regulations, to review, and sign off <br />acknowledging their understanding and consent to obey before being permitted to work. This form shall <br />be maintained in the employee's personnel file and a copy shall be given to the employee upon request. <br />These rules shall be reviewed annually to ensure continued understanding and compliance. <br />BASIC SAFETY <br />Employee Responsibilities <br />• Employees are required to be familiar with these safety regulations and conduct themselves in <br />accordance with the company's safety policies. <br />• Supervisors are required to enforce these safety regulations at all times. All safety infractions and <br />resulting disciplinary actions shall be effectively documented. <br />• All employees are expected to report unsafe conditions or acts to management, immediately. <br />• The use, possession or consumption of intoxicating liquor, illegal narcotics or drugs; or weapons; on <br />company property or a job site; while working, during shift breaks, lunch breaks; and/or reporting for <br />work unit for duty, is strictly prohibited, and shall be cause for immediate discharge. <br />• Horseplay, practical jokes, scuffling, wrestling, fighting and the like are prohibited. <br />• Proper operating procedures shall be followed at all times. <br />• At no time shall any employee be permitted to work without a shirt or proper attire as judged by <br />management or policy standards (refer to Section 3.60 PPE, Appendixes B and C). <br />PERSONAL PROTECTIVE EQUIPMENT <br />• Protective head, eye, face, and ear equipment shall be required where there is a reasonable <br />probability of injury and in accordance with the Hazard Assessment (branch specific) for Personal <br />Protective Equipment (Section 3.60). PPE, when required must be immediately available to <br />employees in the vehicle or on their person. <br />• Eye protection of approved design and quality must be available and worn by those working at or <br />near grinding, chipping, cleaning with compressed air, steam cleaning, loading, unloading or any <br />other operation or condition involving dust, particulates or radiant light which could possibly cause <br />danger to the eyes. Examples of required use include packing (hopper), using tarp straps and outside <br />the vehicle at disposal sites. <br />• Effective ear protection shall be worn when occupational noise exposure is verified above the action <br />level (85 dBa, eight hour time weighted average) and may cause significant loss. <br />� irk'�s'e tr��u� €rtes U3/3 ?f1 � <br />
