e <br />All Branch and Divisional personnel are required under this policy to carry out the intentions and <br />responsibilities of Management as defined herein. Accountability for compliance with this policy rests with <br />the General /Branch Manager and the Health, Safety and Risk Manager. These responsibilities <br />encompass: <br />o Compliance with all safety rules and regulations governing our industry <br />o Manage subordinates to ensure that all company safety programs and procedures are followed <br />• Report all incidents of work related injury and property damage <br />• Maintain safe and healthful work conditions <br />• Establish, maintain, and attend meetings of the Safety Committee <br />Further, under this policy the General/Branch Manager has the authority to: <br />o Administer discipline for safety infractions <br />o Control and direct personnel utilizing their facility <br />a Delegate safety responsibilities to supervisors <br />While the General /Branch Manager may delegate his authority under this policy, delegated authority does <br />not limit or eliminate accountability of the General /Branch Manager for any acts or events that may be in <br />violation of policy. <br />STATEMENT OF PROCEDURE <br />At a minimum, each branch within Waste Industries will have the safety program elements as defined <br />under the following section "Safety Program Minimum Standards ". It is responsibility of each <br />General /Branch Manager to specify in written form their method of compliance and applicability of the <br />following elements. Otherwise, the company Safety Program should be adapted at the branch level in <br />total. Additional elements may be required based on actual exposures. <br />Each branch must demonstrate the availability of an updated a safety compliance program that contains <br />the following elements: <br />4 Safety Statement <br />A clear, written statement from the General/Branch Manager expressing the branch's attitude <br />toward safety should be on file. Communication of this statement should be given to all <br />subordinates, which serves to establish the standard of expected performance for all employees. <br />Basic elements in this statement are (1) Management's position with regard to safety; (2) <br />Assignment of responsibilities; (3) Objectives of the safety program and (4) A brief description of <br />the safety activities. A branch specific statement shall be posted and receive widespread publicity <br />within the branch. SPPM Sections 1.00 and 1.20 shall be used if a branch statement is not made. <br />Management of Safety Programs <br />Management of safety must include all levels of employment and their active participation in the <br />program is absolutely necessary. The safety program must be organized and must maintain an <br />active safety committee designed to accomplish documented goals. <br />4 Assignment of Staff Function to Safety Personnel <br />Each branch shall designate one person in the organization to take full responsibility for the day - <br />to -day administration of the safety program.
