114 <br />Cost of Service <br />The cost of service is to be quoted on a price per unit per month basis. The price shall be <br />based on the total number of Units eligible to participate during any one month, not the actual <br />number of Units participating. Proposers may submit alternative pricing schemes, but must at <br />a minimum include a quote for the cost of service as specified. When estimating monthly <br />revenue to be paid to Service Provider by County, please consider that the Urban Curbside <br />Recycling Program currently services approximately 18,750 household units per week, and the <br />number of households serviced may grow slightly each month. While the County makes no <br />guarantee as to the number of households to be added to the program over the course of a <br />year, for the last five years the number of units serviced has grown by an average of <br />approximately 140 units annually. <br />Each bidder is required to provide prices under Weekly Collection Option 1 and Bi- Weekly <br />Collection Option 2. <br />Cost for Future Years: The cost of collection may be adjusted each Fiscal Year. Actual cost for future <br />Fiscal Years is to be negotiated annually, and such negotiations shall be dictated by the terms and <br />conditions of the Curbside Recycling Agreement. Changes in the cost of service must respect County's <br />budget cycle and must be planned to correspond with County's Fiscal Year. In general, County expects <br />that costs for future Fiscal Years shall increase or decrease as determined by a mutually agreed upon <br />inflation factor. Past inflation factors have been based on the Bureau of Labor Statistics Consumer Price <br />Index for Garbage and Trash for the Average County. County prefers the continued use of this index, <br />but will entertain alternative indexes. Proposer shall attest that this provision is understood, and may <br />suggest alternative index for use in determining price change for future fiscal years. County shall not <br />accept pricing methods that allow for fuel surcharge. <br />VI. Required Meeting <br />A mandatory pre - proposal meeting will be held at the Orange County Department of Solid Waste <br />Management, 1207 Eubanks Road, Chapel Hill, North Carolina. This meeting will take place on <br />Thursday, January 2, 2014. Firms planning on submitting a Proposal must have a representative at this <br />meeting. The purpose of this meeting is to provide Proposers with an opportunity to discuss specific <br />provisions of the Request for Proposals, and ask questions of County Purchasing and Solid Waste staff. <br />Firms are encouraged to submit questions via email to dcannellp— orangecountync.gov prior to this <br />mandatory meeting. <br />VII. Bid Deposit <br />In order to be considered all Proposals shall be accompanied by a Bid Deposit or Bid Bond in an amount <br />not less than five (5) percent of the projected annual cost of service to be provided. The projected annual <br />cost of service shall be determined by multiplying the proposed cost per unit per month by 18,500 and <br />multiplying that by twelve (12). The Bid Deposit shall take the form of cash, certified check, cashiers <br />check, or bond executed by a corporate surety licensed under the laws of North Carolina to execute such <br />bonds. The Bid Deposit shall act as a guarantee that the selected Proposer will enter into a Contract <br />Agreement with County in good faith to perform Urban Curbside Recycling Services. The Bid Deposit of <br />selected Proposer will be forfeited to County in the event that selected Proposer fails to enter into a <br />Contract Agreement to provide the specified services. Bid Deposits of all Proposers, including selected <br />Proposer, shall be returned upon the execution of Contract Agreement with successful Proposer. <br />No Performance Bond will be required. <br />RFP #5199 Page 22 of 26 <br />
