M <br />J. Holiday Schedule <br />Holiday schedules for the curbside recycling program will be based on the County's Fiscal <br />Year, and are to be negotiated annually and determined by County and Provider. It is <br />expected that in April of each year, County and Service Provider will meet and jointly determine <br />the Holiday Schedule for the coming Fiscal Year (July 1 through June 30). <br />Holidays with no collection may include Thanksgiving Day and New Year's Day. There will be no <br />consideration of collection on Christmas Day. Other holidays may be entertained. If a holiday falls <br />on a day not regularly scheduled for services (i.e. on a Saturday or Sunday) no change in <br />collection schedule will occur. <br />With County's approval, Service Provider may decide to work on holidays, or may choose to <br />reschedule collection so as to observe holidays. In case of rescheduling of service due to the <br />observance of a holiday, the service day may be rescheduled to another day during the week <br />without impacting the schedule of other days (i.e. Thursday's collection may be rescheduled to <br />take place on Saturday). <br />When collection schedules are reorganized to accommodate a holiday, or if Service Provider <br />chooses to work on a holiday, there will be no additional charge for collection, even if Service <br />Provider is required to work on a weekend. <br />K. Title to Material/ Designated Processing Facility <br />All Recyclables collected under the Contract shall be the property of the County unless <br />otherwise negotiated. A truck mounted camera that is mounted so as to view hopper <br />operations working in conjunction with the RFID reader will aid in the identification of location <br />of contamination. Therefore, Service Provider is encouraged to provide for camera <br />surveillance of the hopper but at a minimum require collectors to visually observe daily <br />dumping hopper operations and to document/log gross contamination so that County may <br />attempt to correct residential use of recycling carts. <br />The Service Provider shall be required to transport and unload all Recyclables collected as part <br />of the Contract at the Designated Processing Facility and shall observe the hours of operation <br />of this facility. The County reserves the right to change or alter the location and /or the hours of <br />operation of the Facility as needed. Should the County change the hours of operation or <br />location where material shall be delivered to of greater distance than that previously <br />designated, and provided such new destination results in documented increased costs to the <br />Provider, the Service Provider may request additional compensation from the County for its <br />demonstrated increased costs. Such argument for change in costs must be based on the <br />increased distance (if any) from the Contract Area and the new Designated Processing <br />Facility, using 1514 Eubanks Road as a base point. Likewise, if the distance to the new <br />processing site is decreased, the County and the Service Provider may agree to lower the fee <br />for collection. <br />It is the responsibility of the Service Provider to identify contamination while collecting on route. <br />If there is a recurring issue of contamination the Service Provider must identify the source of <br />the Contamination and work with County to reduce and eliminate it. <br />All material that is delivered should be the material collected from contract collection area <br />unless otherwise agreed upon. <br />RFP #5199 Page 16 of 26 <br />
