1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: February 18, 2014 <br />Action Agenda <br />Item No. 6 -h <br />SUBJECT: Award of Weekly Urban Curbside Recycling Service Agreement <br />DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y /N) No <br />ATTACHMENT(S): UNDER SEPARATE INFORMATION CONTACT: <br />COVER Gayle Wilson, 968 -2885 <br />Service Agreement (With Attachments) Michael Talbert, 245 -2308 <br />Clarence Grier, 245 -2450 <br />PURPOSE: To consider award of a service agreement to Waste Industries, LLC for the <br />provision of weekly curbside recycling services within the Towns of Carrboro, Chapel Hill and <br />Hillsborough to be managed by Orange County Solid Waste Management. <br />BACKGROUND: Following several months of uncertainty with regard to the future of curbside <br />recycling within the Towns of Carrboro, Chapel Hill and Hillsborough, the County and Towns <br />have reached an interim agreement that would allow the County to continue providing the <br />service. This interim agreement is intended to allow planning for implementation of roll carts <br />and requesting proposals for contract collection service to take place, pending a more formal <br />interlocal agreement among the parties that addresses solid waste management in a more <br />comprehensive manner. It is intended that roll carts and a possible new service provider will be <br />implemented by July 1, 2014. <br />The programmatic and subsequent organizational uncertainty was precipitated by the <br />elimination of the Urban Curbside 3 -R Fee funding mechanism, in use since 2004, that the <br />County assessed the Towns to fund the curbside program. The municipalities do have clear <br />statutory authority to assess a fee for the recycling services. The Towns have agreed to include <br />in each Town's 2014/2015 Budget Ordinance a section authorizing the County to charge and <br />collect a fee for weekly urban curbside and multi - family recycling services. <br />In December the County issued a Request for Proposals (RFP #5199) to provide Urban <br />Curbside Recycling Services. A pre -bid conference was held on January 2, 2014. A total of <br />four proposals were received on January 16, 2014, and a review team consisting of Town and <br />County staff evaluated the proposals and is recommending the proposal submitted by Waste <br />Industries, LLC as the most responsive proposal. <br />The proposals were evaluated on the following: <br />A. Provision of Bid Deposit; <br />B. Completion of Statement of Understanding; <br />
