14 <br />1 Jeff Thompson said there have been preliminary discussions about public transit, but <br />2 the state has restrictions on what is allowed on the property. <br />3 Commissioner Rich said she would like this explored further. <br />4 Chair Jacobs said the Board has not had that discussion yet, but is consistent with other <br />5 issues that have been dealt with in and around Hillsborough. He noted that this includes the <br />6 Orange Correctional facility, so there is a larger prison population that could be served. <br />7 Commissioner Rich said she would like to add Veteran's Court to the programs for <br />8 discussion. She said this was discussed at the NACO meeting in Washington D.C. last year. <br />9 She said this is a program to provide alternatives to veterans to avoid having them end up in jail <br />10 or homeless. She said this program is similar to drug court. <br />11 Commissioner Pelissier asked if this is specifically for veterans that are homeless. <br />12 Commissioner Rich said no; this is for veterans in general. <br />13 Cheryl Young pointed out that the contract only identifies current Orange County <br />14 programs, but there are provisions that allow the addition of other programs for evaluation. She <br />15 said Veteran's Court can be identified as one of these programs. <br />16 Commissioner Rich said the program statement says "not limited to ", and this is why she <br />17 mentioned the addition. <br />18 Commissioner Dorosin asked if what is drawn on the map actually exists, or if it is based <br />19 on anything. <br />20 Jeff Thompson said this drawing was based on an initial site assessment to determine if <br />21 the property could support the facility. He said this was designed as a boundary for site lines, <br />22 fence lines, and distances from the roads and the correctional facility. He said it is a general <br />23 footprint. <br />24 Commissioner Dorosin asked about the significance of the blue area with lines. <br />25 Jeff Thompson said this is a safety area between the fence line and the building. He <br />26 said this area was mandated by the state. <br />27 Commissioner Rich said the section she was referring to is on page 9. She said the <br />28 statement says "including, but not limited to the following programs." <br />29 Chair Jacobs said there is no reason not to add the Veteran's Court. <br />30 <br />31 A motion was made by Commissioner Pelissier, seconded by Commissioner Rich to <br />32 include a reference to the Veterans Court; and to approve a professional services agreement <br />33 with Solutions for Local Government in the amount of $24,665 to consult with the County <br />34 regarding jail alternatives; and approve a professional services agreement with Solutions for <br />35 Local Government in the amount of $26,400 to consult with the County regarding jail facility <br />36 programming, design guideline development, integration of potential jail alternative programs, <br />37 and architectural design selection process development. <br />38 <br />39 VOTE: UNANIMOUS <br />40 <br />41 b. Rural Curbside Recycling Options <br />42 The Board considered reviewing funding options for Rural Curbside Recycling in Orange <br />43 County and providing direction to staff. <br />44 Michael Talbert said the purpose of tonight is to consider all funding options for rural <br />45 curbside service. He said Orange County is number one in the state in waste reduction, and <br />46 the County is working toward the 61 percent goal. He said this will not be an easy or popular <br />47 decision, and there are people passionate about this issue on both sides. <br />48 He said all of this is caused by the Lanvelle court decision in Cabarrus County, which <br />49 states that the County cannot levy a rural curbside fee without statutory authority. He said this <br />50 fee was levied in the past by a 3R program that went away last year, and the program has been <br />
