12 <br />1 h. Proclamation — Bill of Rights Day <br />2 The Board adopted a proclamation to officially recognize Bill of Rights Day in Orange County <br />3 during the month of December and authorized the Chair to sign. <br />4 <br />5 7. Regular Agenda <br />6 <br />7 a. Assessment of Jail Alternatives and Jail Development <br />8 The Board received a progress update regarding the Orange County Jail development; <br />9 considered approving a professional services agreement with Solutions for Local Government <br />10 in the amount of $24,665 to consult with the County regarding jail alternatives; and considered <br />11 approving a professional services agreement with Solutions for Local Government in the <br />12 amount of $26,400 to consult with the County regarding jail facility programming, design <br />13 guideline development, integration of potential jail alternative programs, and architectural <br />14 design selection process development. <br />15 <br />16 Cheryl Young reviewed the following goals: <br />17 <br />18 1) For the Board to receive a progress update regarding the Orange County Jail development; <br />19 2) to approve a professional services agreement with Solutions for Local Government in the <br />20 amount of $24,665 to consult with the County regarding jail alternatives; and <br />21 3) to approve a professional services agreement with Solutions for Local Government in the <br />22 amount of $26,400 to consult with the County regarding jail facility programming, design <br />23 guideline development, integration of potential jail alternative programs, and architectural <br />24 design selection process development. <br />25 <br />26 Cheryl Young reviewed the following background information from the abstract: <br />27 <br />28 In October 2012, the North Carolina Council of State ( "COS ") approved a 50 year Land Lease <br />29 with Orange County for the purpose of a permanent Orange County jail facility. The Board of <br />30 County Commissioners authorized the execution of the Lease in June of 2013. Governor Pat <br />31 McCrory completed the full execution of the lease on September 4, 2013, marking the "Effective <br />32 Date" of the Lease. <br />33 <br />34 The terms of the Lease allow a thirty -six month period for period for the County to design and <br />35 begin construction of the jail facility, and an additional thirty -six month period to finish <br />36 construction and begin operation of the facility. <br />37 <br />38 In anticipation of the new jail, the BOCC established an Assessment of Jail Alternatives Work <br />39 Group to undertake a comprehensive assessment of jail alternatives programs and the impact <br />40 each program may have on inmate population. The BOCC requested that the Work Group <br />41 review the charge set forth in Attachment 3 and recommend whether changes to the charge <br />42 were needed. The Work Group reviewed the charge and recommends the charge be expanded <br />43 to include additional program evaluation and evaluation of certain processes that may impact <br />44 jail populations.
