34 <br /> Orange County Comprehensive Parks and.Recreation Master Plan <br /> CHAPTER 3- Park Inventory/Assessment/ Future Park Sites without Master Plans 3 <br /> Future Northeast District Park-3981 Schley Road, Hillsborough <br /> Size:Land Area: 143 acres <br /> Overview: Orange County acquired this property in 2007 following an <br /> extensive search for a site that would meet the identified needs for a <br /> district park in north-central Orange County, which dates back to the 1988 <br /> Master Recreation and Parks Master Plan. This property is being "land <br /> banked" for future park development. A park master plan will be devel <br /> oped using a collaborative process that includes community input. The <br /> property is currently leased to a local farmer for cattle and hay production. <br /> Anticipated facilities include: The future district park is expected to feature a combination of active and low- <br /> impact recreation, including playing fields on the open sections of the site. Much of the southern half of the <br /> property is forested and is expected to have nature trails and picnic areas. A small portion of the site <br /> (approximately 5 acres) may be suitable for co-locating a solid waste convenience center for residents in the <br /> northeast part of the county. The entrance to that center would be from Mincey Road. <br /> Location and proximity to the greatest number of users: The property is located about five miles northeast of <br /> Hillsborough and 1/2 mile east of NC 57. The site is bounded to the north by Schley Road and to the south by <br /> Mincey Road. The area is primarily rural in character. The expected primary users will be residents of north- <br /> central Orange County. <br /> Types of programs anticipated: Some combination of active and low-impact recreation. Specific programs will <br /> be identified with the development and adoption of a park master plan. <br /> Anticipated Cost: Not Known <br /> Future Millhouse Road Park-6823 Millhouse Road,Chapel Hill <br /> Size: Land Area: 79 acres <br /> Overview: Orange County acquired this property in 2004 and 2007 <br /> through it's Lands Legacy Program.The property includes the former Black- <br /> wood family farmstead. The buildings are generally well preserved and <br /> have recently been up-fit for the temporary housing of the Orange County <br /> Parks Operations Base. The site is located within the Rural Buffer and is a <br /> neighbor to Duke Forest, sharing prime forest land and an identified <br /> Natural Heritage Area. The property is bounded to the east by Millhouse <br /> Rd. and the nearby Chapel Hill Town Operations Center. Large open fields <br /> and pine stands in the center of the property would be suitable for active <br /> parks and recreation facility development. <br /> Anticipated facilities include: The future district park is expected to feature a combination of active and low- <br /> impact recreation, including lighted playing fields. Much of the western half of the property is forested and is <br /> expected to have nature trails and picnic areas. An indoor recreation center has been discussed and may be in- <br /> cluded in future planning. <br /> Location and proximity to the greatest number of users: The property is located about one mile north of the <br /> Town of Chapel Hill and less then a 1/2 mile from 1-40. The area is primarily rural in character. The expected <br /> primary users will be residents of central and southern Orange County. <br /> Types of programs anticipated: Predominantly active recreation.
