The following resolution was introduced: <br /> }} j <br /> "On motion of Henry S. Walker, seconded by William C. Ray and duly approved <br /> that the following Resolution be adopted: <br /> R E S O L U T I O N <br /> ii � <br /> WHEREAS, the Board of Commissioners of Orange County, on March 17, 1966, ,y <br /> approved, in principle, the Food Stamp Plan for Orange County; and, <br /> WHEREAS, the Board, after further study, now desires to put said plan into i3 <br /> ��- operation on May 11 1966; j? <br /> NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Orange County: ' <br /> 1. That the Food Stamp Plan which has heretofore been approved shall begin <br /> operation on the 1st day of May, 1966. <br /> 2. That all Banks entering into an Agreement with Orange County are <br /> designated as agents of the County to sell and/or issue all stamps to the <br /> eligible recipients as certified by the Department of Public Welfare of <br /> Orange County; and, said Banks shall receive as compensation for their <br /> i� services the sum of .35 cents for each sale or issue of stamps. <br /> 3. That the sum of $500.00 in County funds is hereby appropriated to assist j <br /> in the operation of said program for the period May 1, 1966 through June <br /> 30, 1966." <br /> jUpon motion of Commissioner Walker, seconded by Commissioner Ray, the I <br /> { following Memorandum of Understanding was unanimously approved: <br /> j <br /> R MEMORANDUM OF UNDERSTANDING <br /> { "The Orange County Department of Public Welfare, acting under a delegation of <br /> 4 <br /> authority from the North Carolina State Board of Public Welfare, and in agreement ii <br /> with Orange County, a body politic and corporate, hereby delegates to Oranges <br /> County responsibility of food coupon issuance in the Orange County Food Stamp <br /> } <br /> Program. <br /> i <br /> Such responsibility for coupon issuance to be carried out through operating i4 <br /> Jagreements or contracts with local commercial banks. <br /> It is further understood that such agreements or contracts will provide for 1' <br /> all reports, controls and indemnities that may be required by Consumer and <br /> i Marketing Service, United States Department of Agriculture." ii <br /> Upon motion of Commissioner Walker, seconded by Commissioner Ray, it was moved <br /> and unanimously adopted, that Chairman Bennett be authorized to sign said <br /> Memorandum of Understanding along with the Amendment No. 1 to Memorandum of <br /> Understanding dated March 17, 1966, and that copies of these resolutions and <br /> amendments be inserted into the minutes of this meeting. <br /> t� <br /> ,j Amendment No. 1 <br /> To Memorandum of Understanding Dated 3-17-66 <br /> Orange County <br /> Food Stamp Program - Plan of Operation <br /> North Carolina <br /> !j <br /> "The Orange County Board of Commissioners assures the North Carolina State <br /> i Board of Public Welfare that in carrying out its responsibilities in connection with!i <br /> the issuance of food coupons under the Food Stamp Program, it is in compliance and <br /> (i will Comply with the requirements imposed by or pursuant to Part XV of Title VII, <br /> C.F.R., of the regulations of the United States Department of Agriculture to the <br /> is end that no person in Orange County shall on the ground of race, color, or national ii <br /> origin, be subject to discrimination in the issuance of food coupons. This <br /> assurance is given in consideration of an for the purpose of obtaining Federal <br /> financial assistance under the Food Stamp Program for eligible households in Orange <br /> County. This assurance shall obligate the Orange County Board of Commissioners for <br /> ! the period during which Federal financial assistance is extended to it by the <br /> Department under the Food Stamp Program. The Orange County Board of Commissioners <br /> recognizes and agrees that Federal financial assistance will be extended in reliance+; <br /> ' on the representations and agreements made in this assurance and that either the <br /> ii North Carolina State Board of Public Welfare or the United States, or both, shall <br /> have the right to seek .judicial enforcement of this assurance." <br /> There being no further business to come before the meeting same was adjourned <br /> ' to meet again on Monday, March 28, 1966, at 7:30 p.m. in the court room <br /> of the Courthouse-in'Hillsborbugh, N.
