Eno Economic Development District (EDD) Access Management Plan (No <br /> Additional Comments Accepted) <br /> The Board received the Planning Board's and OUTBoard's recommendations, <br /> considered closing the public hearing, and considered making a decision by considering a <br /> resolution approving the proposed Eno EDD Access Management Plan. <br /> (no additional comments allowed) <br /> Abigaile Pittman reviewed the following PowerPoint slides: <br /> Eno Economic Development District (EDD) Access Management Plan (AMP) <br /> Quarterly Public Hearing - September 9th <br /> Eno EDD AMP Plan referred to Planning Board and OUTBoard for recommendations. <br /> Purpose: <br /> To receive the Planning Board's and OUTBoard's recommendations, close the public hearing, <br /> and make a decision on the proposed Plan. <br /> What is an Access Management Plan and Why is it Important? <br /> Provides for the proactive management of vehicular access through: <br /> ❑ Controlled access to roads by spacing potential DOT-approved driveway access points. <br /> ❑ Provisions for shared driveways and common access off major roads. <br /> ❑ Use of medians to enhance traffic safety. <br /> ❑ Use of frontage roads to reduce traffic on major roads like US 70. <br /> ❑ Connectivity of roads in new development to approved points of access. <br /> ❑ Preliminary ideas on extension of new roads to adjacent areas for future access. <br /> ❑ A coordinated review process with NCDOT. <br /> How will the Access Management Plan Be Implemented? <br /> Because the Plan is generalized, and not property-specific: <br /> ❑ When specific projects are submitted they will be examined for consistency with overall <br /> Plan criteria; and <br /> ❑ In some cases traffic studies may be required that may identify the need for <br /> transportation improvements. <br /> Why is a Formally Adopted Access Management Plan Important? <br /> ❑ To require developer/property owner compliance in providing transportation <br /> infrastructure consistent with the Plan; <br /> ❑ Coordination with regional transportation organizations; and <br /> ❑ To obtain federal and state funding for projects <br /> September 9 Public Hearing Comments <br /> ❑ Public Comments <br />
