Hillsborough Extraterritorial Jurisdiction (ETJ) and Application of County Future <br /> Land Use Map Classifications and Zoning <br /> The Board authorized staff to proceed with steps for the adjustment of Hillsborough <br /> Extraterritorial Jurisdiction (ETJ) and application of County Future Land Use Map <br /> Classifications and Zoning to affected areas according to the schedule proposed in the <br /> Amendment Outline (Attachment 1). <br /> 7. Regular Agenda <br /> a. Resolutions to Endorse Orange County's Priority Transportation Projects for the <br /> Durham-Chapel Hill-Carrboro Metropolitan Planning Organization and the Triangle <br /> Area Rural Planning Organization <br /> The Board considered approving two (2) resolutions (Attachments 2 and 5) endorsing <br /> two (2) priority lists of transportation projects within the Triangle Area Rural Planning <br /> Organization (TARPO) and the Durham-Chapel Hill-Carrboro Metropolitan Planning <br /> Organization (DCHC MPO) planning areas for consideration of inclusion in the 2016-2022 <br /> Statewide Transportation Improvement Program (STIP). <br /> Bret Martin said the priority list for the Burlington Graham Metropolitan Planning <br /> Organization was approved by the Board at the September 17th meeting. He said this included <br /> all of the projects across all modes. <br /> He noted that the transit specific projects were approved by the Board in October, for <br /> submission to TARPO and DCHC MPO. He said that list was not a priority list, but was only a <br /> project submission list for transit items. <br /> He said the resolutions being discussed tonight are for submission of all priority <br /> transportation projects across all modes. He said these lists are intended to serve a dual role: <br /> 1) These are the County projects being submitted for state scoring and consideration of <br /> inclusion in the statewide transportation improvement program; and 2) This list will serve as a <br /> guide for the transportation coordinating committee and transportation advisory committee for <br /> prioritization of projects. <br /> Bret Martin said the starting point was the list submitted in 2011 as part of the statewide <br /> transportation improvement projects; however new projects have been added with ranking <br /> order. He said this ranking is based on changes in NCDOT funding policies, and is also <br /> intended to increase scoring output. <br /> Commissioner Pelissier noted the timeline and the possible re-prioritization if project <br /> scores come back early enough from DOT. She asked how likely it is that the Board would not <br /> have time to see this. She hopes there would be time to review scores and re-prioritize, if <br /> needed. <br /> Bret Martin said he hoped this information would be available on time. He said the <br /> current timeline would allow for this. He said the problem is that information from DOT has <br /> been arriving late. He does not want to miss the deadline. <br /> Chair Jacobs noted that the resolution related to TARPO starts on page 10 <br /> Attachment 2) and the resolution for DCHC MPO starts on page 18 (Attachment 5). <br /> Commissioner Gordon said she would like to consider these resolutions separately. <br /> She said she talked with MPO staff today, and the MPO process is different from the <br /> TARPO process. She said the MPO requires a submission of projects, but only the <br /> bike/pedestrian projects need to be in priority order. <br /> Commissioner Gordon said she thinks the resolution should state that there is a <br /> possible re-prioritization. She feels it would be a benefit to submit now, but it is important to <br />
