Consider approving and authorizing the Chair to sign the Resolution (Attachment 7) <br /> adopting the Plan (Attachment 2), which incorporates the revisions recommended by staff and <br /> included in the Planning Board's and OUTBoard's recommendations of approval. <br /> Eno EDD-Access Management Concept Map <br /> Commissioner Pelissier said she had not previously heard of the term "scenic <br /> conservation easement". She asked for an explanation. <br /> Abigaile Pittman said this program was originally designated for Saint Mary's Road. <br /> She said the DOT purchased conservation easements, whereby residents gave up <br /> development rights in order to preserve scenic components along a road. She said this is <br /> done on a case by case basis, and contracts may differ from one property to another. <br /> Commissioner McKee asked if funding is still available for these conservation <br /> easements. <br /> Abigaile Pittman said she does not believe funding is still available from DOT for that <br /> program. She said staff will research this. <br /> Commissioner Rich asked if there has been outreach to residents from the N.C. 10 <br /> area who spoke at the QPH. <br /> Abigaile Pittman said she has fielded some emails. She said the report has not been <br /> done yet, and there will be outreach to these residents once the report is complete. <br /> Chair Jacobs suggested a presentation be given to the community once preliminary <br /> findings are completed. He said there are 66 people on the list, though there are fewer <br /> addresses. He suggested a letter be sent to these residents, stating that concerns regarding <br /> N.C. 10 were heard and addressed. He said this would encourage residents to plug back in <br /> and review this progress. <br /> Abigaile Pittman said she has already met with DOT to start a conversation on the <br /> planned signage. <br /> She noted that Planning Board and OUTBoard member Paul Guthrie was in the <br /> audience. <br /> Chair Jacobs said he will work with staff to draft a letter to the above mentioned N.C. <br /> 10 residents. <br /> Commissioner Price said the petition did not specifically address access management. <br /> She asked if buffer areas and other land uses will be taken into consideration as this moves <br /> forward. <br /> Chair Jacobs said the answer is yes for the corridor; however the EDD is a different <br /> issue. He said there were broader concerns than N.C. 10, and this resolution specifically <br /> addresses concerns for N.C. 10. <br /> Commissioner Price said she was just wondering if these concerns will be considered. <br /> Chair Jacobs said residents can raise their concerns again. He said the goal will not be <br /> to solicit concerns about the EDD, but to explore concerns about access management for N.C. <br /> 10. He noted that the public can petition the Board about additional concerns at any time. <br />
