Community Development Block Grant (CDBG) Program —Scattered Site Housing <br /> 8 Rehabilitation Program <br /> 9 The Board conducted a public hearing to receive public comments prior to official close-out of the <br /> 10 County's FY 2010 Community Development (CDBG) Scattered Site Housing Rehabilitation Program and <br /> 11 authorize execution of the Certificate of Completion by the Chair of the Board of County Commissioners. <br /> 12 Tara Fikes said the purpose of tonight's meeting was to conduct a public hearing to receive public <br /> 13 comments prior to official close-out of the County's FY 2010 Community Development (CDBG) Scattered <br /> 14 Site Housing Rehabilitation Program and authorize execution of the Certificate of Completion by the Chair <br /> 15 of the Board of County Commissioners. She said in February 2011, Orange County was officially awarded <br /> 16 a $400,000 Community Development Block Grant (CDBG) from the N.C. Department of Commerce for a <br /> 17 Scattered Site Housing Rehabilitation Program. Funds from this grant were intended to be used to repair <br /> 18 eight (8) deteriorated housing units in the County. <br /> 19 Tara Fikes said that all CDBG activities have now been completed and seven (7) homes were <br /> 20 substantially rehabilitated. She said four of the homes were in the Town of Hillsborough, one in Carrboro <br /> 21 and two in the unincorporated area of the County. In order to complete the grant close-out process, the <br /> 22 N.C. Department of Commerce requires that a public hearing be held prior to the official closeout of the <br /> 23 Scattered Site Housing Rehabilitation Program to assess the performance of the County in administering <br /> 24 the grant program. In addition, the County is required to execute the Certificate of Completion form. <br /> 25 Tara Fikes said the total costs for the completion of the housing rehabilitation, plus associated <br /> 26 administrative costs, is $351,257. Thus, $48,743 will be retained by the State Community Development <br /> 27 Program. <br /> 28 Commissioner Dorosin asked how these homes are selected and identified. He asked for an <br /> 29 explanation of the criteria used to choose and prioritize these homes. <br /> 30 Tara Fikes said these homes were identified prior to application for the funding, as a result of the <br /> 31 department making a public advertisement in 2010. She said applications were accepted for a period of <br /> 32 time to determine the need in the community, and referrals were received from other agencies and <br /> 33 individuals. She said this program requires that recipients are homeowners and have an income below <br /> 34 60% of the area median. She said the needs of the homes tie in with the requirements of the program. <br /> 35 She said the CDBG program has a limit of$40,000 per home; however additional funding is sometimes <br /> 36 requested, depending on the needs of the home. She said the department tries to look at the requirements <br /> 37 of each of their programs. <br /> 38 Commissioner Dorosin asked if any applications were turned down. <br /> 39 Tara Fikes said yes, and this was due to title issues on a couple of the applications. She added that <br /> 40 the program was a deferred loan program, meaning that the loan did not need to be paid back if the <br /> 41 resident lived in the home for the duration of the loan, which is 15-years.
