2 <br /> 1 - Green and Blue Sheets, regarding Item 4 <br /> 2 - PowerPoint -Agricultural Support Enterprises in the rural buffer <br /> 3 <br /> 4 Mayor Kleinschmidt thanked Lauren Easthom and Gene Pease, who are retiring from <br /> 5 his council. <br /> 6 Alderman Gist said that Alderman Haven-O'Donnell would not be able attend, due to <br /> 7 illness. <br /> 8 <br /> 9 1. Affordable Housing Updates (Tara Fikes and Towns) <br /> 10 Tara Fikes said affordable housing is still a pressing issue for the Towns and the <br /> 11 County. <br /> 12 She noted that there are several attachments included in the abstract to assist in <br /> 13 providing an update. She referred to the list of County initiatives and highlighted the following <br /> 14 item, from page 2 of the abstract: <br /> 15 <br /> 16 • Together, the Advisory Board and the Center for Homeownership and Economic Development <br /> 17 Corporation continue to refine a proposal to create an Affordable Housing Clearinghouse to be <br /> 18 known as the Orange County Clearinghouse Network. This network would create a housing <br /> 19 referral network countywide for individuals seeking affordable housing information and <br /> 20 opportunity. Attachment I provides a brief overview of the proposed Clearinghouse. <br /> 21 <br /> 22 Tara Fikes said this network will provide information to the public regarding available <br /> 23 housing for both rental and ownership. She said the clearinghouse will also provide information <br /> 24 about local affordable housing programs throughout the County, as well as federal and state <br /> 25 housing programs. She said additional resources will be provided; including homebuyer <br /> 26 education; financial literacy and money management; foreclosure prevention counseling; and <br /> 27 homeless resources. <br /> 28 She said this network is slated to operate from the Center for Home Ownership and <br /> 29 Economic Development in Hillsborough. She said the goal is to have a dedicated phone line for <br /> 30 information, and to implement these ideas by July 2014. <br /> 31 <br /> 32 Michelle Johnson arrived at 7:12 pm. <br /> 33 <br /> 34 Lauren Clark, Assistant Planning Director for Chapel Hill, said the Town has three key <br /> 35 strategies. She reviewed the following information on these strategies, from page 2 of the <br /> 36 abstract: <br /> 37 <br /> 38 Affordable Housing Strategy <br /> 39 On June 13, 2011, the Town approved an Affordable Housing Strategy that provides a <br /> 40 framework for consideration of affordable housing issues in Chapel Hill. A copy of the <br /> 41 Strategy is attached as Attachment 11. <br /> 42 <br /> 43 Lauren Clark said the above strategy was developed through significant partnership and <br /> 44 outreach. She said staff met with over 400 members of the community who represent different <br /> 45 affordable housing interests. She said the actual strategy was developed with an advisory <br /> 46 board appointed by the Mayor, and efforts are now being made to develop performance <br /> 47 measures to determine success. <br /> 48 <br /> 49 Lauren Clark reviewed the following strategies from pages 2 and 3 of the abstract: <br /> 50 <br />
