Proclamation - Human Rights Day, Bill of Rights Day, and Human Rights Week <br /> 7 The Board considered officially recognizing Human Rights Day, Bill of Rights Day and Human <br /> 8 Rights Week in Orange County during the month of December and authorizing the Chair to sign the <br /> 9 proclamation. <br /> 10 James Davis introduced Human Relations Commission Chair Dr. Christine Kelly-Klees, who read <br /> 11 the following proclamation: <br /> 12 <br /> 13 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 14 PROCLAMATION <br /> 15 <br /> 16 WHEREAS, on December 10, 1948, the member states of the United Nations signed the Universal <br /> 17 Declaration of Human Rights and countries of different political, economic and social <br /> 18 systems agreed on the fundamental rights that all people share solely on the basis of their <br /> 19 common humanity; and <br /> 20 <br /> 21 WHEREAS, Human Rights Day and Human Rights Week were adopted by the United Nations in <br /> 22 connection with the Universal Declaration of Human Rights; and <br /> 23 <br /> 24 WHEREAS, Bill of Rights Day was first declared in 1941 by President Franklin Delano Roosevelt to <br /> 25 commemorate the 1791 Ratification of the Bill of Rights; and <br /> 26 <br /> 27 WHEREAS, it was the North Carolina convention, held in Hillsborough, which was instrumental regarding <br /> 28 the inclusion of a Bill of Rights as part of ratifying the United States Constitution; and <br /> 29 <br /> 30 WHEREAS, the Bill of Rights guarantees, among other basic liberties, freedom of speech and of the press <br /> 31 as well as freedom of religion and association; and <br /> 32 <br /> 33 WHEREAS, the Bill of Rights states that no person shall be deprived of life, liberty or property without due <br /> 34 process of law and establishes fundamental rules of fairness in judicial proceedings, <br /> 35 including the right to trial by jury; and <br /> 36 <br /> 37 WHEREAS, the primary responsibility to promote respect for these rights and freedoms lies with each <br /> 38 individual in Orange County, and each of us can play a major role in enhancing human <br /> 39 rights; and <br /> 40 <br /> 41 WHEREAS, the residents of Orange County support Human Rights and recognize that the "inherent dignity <br /> 42 and the equal and inalienable rights of all members of the human family are the foundation <br /> 43 of freedom, justice and peace;" <br /> 44 <br /> 45 NOW, THEREFORE, We, The Board of County Commissioners of Orange County, North Carolina, do <br /> 46 hereby proclaim <br /> 47 December 10, 2013 as Human Rights Day <br /> 48 and <br /> 49 December 15, 2013 as Bill of Rights Day <br /> 50 and <br /> 51 December 10 — 16, 2013 as Human Rights Week <br /> 52 <br /> 53 in Orange County and challenge residents to study and promote the ideas contained in these documents to <br /> 54 the end that freedom, justice, and equality shall not perish but will flourish and be made available to all. <br />
