1 <br /> I Attachment 2 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 REGULAR MEETING <br /> 6 December 2, 2013 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met in regular session on Monday, December 2, 2013 <br /> 10 at 7:00 p.m. at the DSS offices, in Hillsborough, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair Jacobs and Commissioners Mark Dorosin, Alice M. <br /> 13 Gordon, Earl McKee, Bernadette Pelissier, Renee Price, Penny Rich <br /> 14 COUNTY COMMISSIONERS ABSENT: <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: Interim County Manager Michael Talbert, Assistant County Managers <br /> 17 Clarence Grier, Cheryl Young and Clerk to the Board Donna Baker (All other staff members will be <br /> 18 identified appropriately below) <br /> 19 <br /> 20 NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT AGENDA <br /> 21 FILE IN THE CLERK'S OFFICE. <br /> 22 <br /> 23 Chair Jacobs called the meeting to order and reviewed the following items at the Commissioner's <br /> 24 places: <br /> 25 - Photographs from the Eno River Association <br /> 26 - Buff colored sheets— Item 6-g — Orange County Community Development Block Grant <br /> 27 (CDGB)- Economic Development <br /> 28 <br /> 29 Board Organization <br /> 30 <br /> 31 a. Election of Chair and Vice-Chair <br /> 32 Clerk to the Board Donna Baker distributed the ballots. She read the voting results as follows. <br /> 33 <br /> 34 Election of Chair— Barry Jacobs (7-0) <br /> 35 Election of Vice-Chair-Earl McKee (7-0) <br /> 36 <br /> 37 b. Designation of Voting Delegate for all NCACC and NACo Meetings for Calendar Year <br /> 38 December 1, 2013-2014 <br /> 39 Chair Jacobs asked who would be interested in this position. <br /> 40 Commissioner Pelissier and Commissioner Price indicated their interest in serving as the voting <br /> 41 delegate for the NCACC. <br /> 42 Chair Jacobs asked for a show of hands for those who supported Commissioner Pelissier as the <br /> 43 NCACC representative: <br /> 44 Commissioner Rich, Commissioner Gordon, Commissioner Pelissier, and Commissioner McKee <br /> 45 raised their hands. <br /> 46 By a vote of 4-3, Commissioner Pelissier was selected as the voting delegate for NCACC for 2013- <br /> 47 14. <br /> 48 <br /> 49 Chair Jacobs asked for volunteers for the NACo voting delegate position and Commissioner Rich <br /> 50 indicated her interest. <br /> 51 <br /> 52 VOTE: UNANIMOUS <br /> 53 <br />
