Include the objectives and outcomes identified <br /> in the plan and an evaluation of past performance. <br /> Orange County S-Year Strategic Plan Executive Summary: <br /> The Strategic Consolidated Plan is a document that provides information concerning <br /> how the Orange County Consortium plans to address certain important housing and <br /> community development needs of its low and moderate income residents during the <br /> next five years. The Orange County Consortium is comprised of Orange County, the <br /> Town of Chapel Hill, the Town of Hillsborough, and the Town of Carrboro. This Plan <br /> describes the priorities that the Consortium will emphasize when using federal grant <br /> programs funded through the U.S. Department of Housing and Urban Development <br /> [HUD]: the Community Development Block Grant [CDBG] Program and the Home <br /> Investment Partnerships Act [HOME] Program. The Plan must be submitted to HUD <br /> by May 14, 2010, and will provide guidance for activities to be selected and <br /> undertaken in the federal Fiscal Years of 2010-2015. This Plan will be administered <br /> by the Orange County Department of Housing and Community Development, as lead <br /> entity for the Consortium. <br /> Program Purpose: <br /> The purpose of the CDBG and HOME Programs in Orange County and the Towns of <br /> Chapel Hill, Hillsborough and Carrboro is to enhance the quality of life for the low to <br /> moderate income residents by: 1) providing decent and affordable housing for low to <br /> moderate income households, including affordable rentals for <30% AMI residents; <br /> 2) provide housing and services for homeless populations with special needs; and 3) <br /> increase the capacity of public facilities and services for non-profit organizations in <br /> an efficient, responsive, and non-discriminating manner through organizational <br /> partnerships, available resources, and innovative approaches. <br /> How was the Plan developed? <br /> • Extensive research into the needs of low and moderate income Orange <br /> County residents <br /> • Interviews of County officials and leaders of community organizations to <br /> determine the most pressing community needs <br /> • Surveys submitted by Orange County citizens describing their perceptions of <br /> the community <br /> • Public meetings held to gather input from citizens <br /> • Consultation of a broad range of prior research, from Orange County's 10- <br /> Year Plan to End Chronic Homelessness to Orange Water and Sewer <br /> Authority's Long-Range Water Supply Plan, and many others <br />
