11 <br /> 11 <br /> The Orange Person Chatham Area Program provides services to people of all ages <br /> who require mental health, developmental disability, or substance abuse treatment <br /> services. This local governmental agency also assists individuals in maintaining their <br /> jobs and housing. <br /> Services to seniors, including social and cultural programs, are provided through <br /> three senior centers located in the County [two operated by Orange County, one by <br /> Chapel Hill]. Additionally, the Orange County Department of Aging provides a <br /> comprehensive array of services to seniors aged 55 and older. These include support <br /> groups, transportation, eldercare programs, trips, social opportunities, and wellness <br /> programs. <br /> At-risk youth may receive assistance with tutoring, academic coaching, reading, and <br /> mentoring through various programs offered through service agencies funded <br /> through the Town of Chapel Hill's CDBG public service funding. <br /> Specifically, the Consortium proposes the following strategies to assist people with <br /> special needs: <br /> - Promote and make public service funds available to agencies that serve identified <br /> special populations <br /> - Partner with other funding agencies to encourage the development of transitional <br /> housing (SROs, group homes) that is service-enriched <br /> - Continue to strengthen partnership with local service providers <br /> - Support applications for federal supportive housing funds <br /> - Provide property acquisition funding to eligible non-profits and for-profits to <br /> develop permanent housing for those with special needs <br /> Strategic Plan <br /> Due every five years and no less than 45 days prior to the start of the grantee's <br /> Fiscal Year start date. HUD does not accept plans between August 15 and November <br /> 15. <br /> Orange County HOME Consortium Response: <br /> The goals and objectives for Orange County are as follows: <br /> Goals: <br /> The goals and objectives of the Orange County HOME <br /> Consortium - to include the Towns of Chapel Hill, Hillsborough and <br /> Carrboro - are to enhance the quality of life for low to moderate income <br /> residents by; <br /> ❑ Providing Decent and Affordable Housing for Low to Moderate Income <br /> Households, including Affordable Rentals for <30% AMI Residents <br /> ❑ Providing Housing and Services for Homeless Populations <br /> ❑ Providing Housing and Services for Residents with Special Needs <br /> ❑ Increasing the scope of Public Services for Low-Income residents <br /> Y 2010-2015 Consolidated Plan 11 <br />
