1 <br /> ORD-2014-005 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: January 23, 2014 <br /> Action Agenda <br /> Item No. 7-c <br /> SUBJECT: Approval of Budget Amendment#4-B to Purchase Rural Curbside Recycling <br /> Trucks <br /> DEPARTMENT: Solid Waste Management PUBLIC HEARING: (YIN) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Gayle Wilson, 919-968-2885 <br /> Vender Quotation Michael Talbert, 919-245-2308 <br /> Clarence Grier, 919-245-2453 <br /> PURPOSE: To consider approving Budget Amendment #4-B authorizing the purchase of two <br /> (2) rural curbside recycling trucks from Southern Trucks of Charlotte, North Carolina utilizing the <br /> Sole Source exemption from the formal bidding requirement. <br /> BACKGROUND: Previous Recycling Division capital improvement plans provided for the <br /> replacement of two dual stream recycling trucks with over 130,000 miles and which are <br /> presently in very poor mechanical condition. Orange County collects recycling from about <br /> 13,700 homes in the unincorporated areas of Orange County. The trucks that currently collect <br /> these routes were scheduled to be replaced in 2010, and the County has postponed the <br /> replacement, initially to await conversion to single stream, and subsequently due to <br /> uncertainties related to various County recycling services, including the Rural Curbside <br /> Program. These various uncertainties have been resolved, and at the December 10, 2013 <br /> regular meeting, the BOCC authorized proceeding to replace the rural curbside collection <br /> trucks. <br /> The trucks being proposed have compacting bodies enabling the Recycling Division to collect <br /> more homes while on route without having to break off-route to unload material, thereby <br /> creating more efficient routing. The cab and chassis being proposed is a low entry cab for <br /> employees to safely enter and exit the vehicle when required to collect 18 gallon bins <br /> throughout the route. The truck is also capable of automated roll cart collection. Due to the <br /> nature of collection in the rural program and the need for a capability for collecting both bins <br /> and carts, there are only a few truck configurations that might address this necessity. Recycling <br /> staff tested three different body manufacturers equipment on specific rural routes: GS, Heil, and <br /> Labrie. <br />
