This can be answered by <br /> monitoring the frequency of news coverage, publication and mailing of city <br /> newsletter, consistency of web site updates, etc. <br /> • Did they understand the messages? Was positive resident feedback received? <br /> • Were the messages persuasive? For example, did residents and others attend <br /> publicized meetings? Did media coverage involving citizens accurately reflect the <br /> city's viewpoint? <br /> Focus group follow-ups in 12-16 months. Following up with those who participated in <br /> the 2006 focus groups will help assess how the city's communications efforts improved <br /> throughout the remainder of the year and what remains to be upgraded in 2007-08. <br />
