5 <br /> Additionally, as the County extinguishes it current debt obligations and finances <br /> projects included in the current capital investment plan (Attachment 1), the tax <br /> effect of the full amount of the potential debt service on the estimated $100 million <br /> of general obligation bonds would be paid in FY 2020-2021, which could <br /> hypothetically require a property tax rate increase of 3.78 cents on the current <br /> property tax rate. Additionally, the General Fund Budget would have to grow to <br /> approximately $221 million to remain within the County's debt policy. This <br /> projected tax increase would not include any future other operating expenditure <br /> increases and or any future operating expenditure increases related directly to the <br /> new facilities and schools being built. <br /> Debt capacity would increase beginning with FY 2023-2024. <br /> Staff will provide any other information at the meeting, and the Board can discuss <br /> issues related to this item as necessary. <br /> Attachment 1-c— Tax Effects of a Potential General Obligation Bond Referendum <br /> 2. Goals for Strategic Communications Plan <br /> Presentation (Todd McGee, Director of Public Relations — NCACC) <br /> Discussion/Plan Outline (Todd McGee & Rod Visser) <br /> Objective: That the Board review & discuss a County Strategic Communications <br /> Plan outline and provide direction to staff. <br /> Board members have recently noted the need to develop a strategic <br /> communications plan for the County.
