48 <br /> • Charter fiber must be brought into City Hall - the <br /> cost: approximately $16,000. <br /> • Broadcasting and editing equipment may need to <br /> be upgraded and/or purchased. <br /> • Staff would need to be assigned and trained to use <br /> the editing and broadcasting systems. <br /> • Charter Communications future as a viable cable <br /> provider is in question, given their current financial <br /> circumstances and bankruptcy issues. <br /> Recommendation: The Communications Committee determined that in light <br /> of Charter Communications unstable financial situation, <br /> the cost to install the new Charter fiber optics may not be <br /> a fiscally responsible expenditure at this time. Should <br /> Charter Communications be purchased or dissolve, the <br /> future of the City's free government access station is <br /> currently unclear. The committee determined the best <br /> course of action at this time is to wait until the future of <br /> Channel 10 is more apparent. <br /> 8. Automated Voice Message Alert System <br /> Description: The "Crime Phone" is a community notification system <br /> used to inform subscribers of criminal activity, crime <br /> prevention information, emergency information and <br /> instructions, and status updates on arrests and <br /> clearances. The system offers community notifications via <br /> automated voice recordings for those preferring a phone <br /> call versus an email notification. <br /> Audience: The primary target audiences are City residents and <br /> businesses. <br /> Evaluation: This subscriber based technology sends "Crime Phone" <br /> messages to specific neighborhoods, wards or the entire <br /> City. The City incurs a cost for each call placed through <br /> this service. The system could be expanded to allow all <br /> departments to send automated voice messages as an <br /> alternate subscription method of email notifications. <br /> Recommendation: While determining the usefulness of current subscription <br /> service technology for departments other than the Police <br /> Department, the Communications Team will research the <br /> use of newer technology, such as Select Link. <br /> 9.
