In preparation for the Primary Phase work, staff issued a Request for Qualification ( "RFQ ") for a <br />professional services firm to facilitate the Primary Phase process as well as the Branch <br />programming process that is consistent with the Board approved Library Strategic Plan. <br />Nine firms submitted written proposals for evaluation, and five firms were selected to interview <br />with a staff panel consisting of Lucinda Munger (Orange County Public Library), Jeff Thompson <br />(AMS), and Andrea Tullos (Orange County Public Library). David Cannell of Finance and <br />Administrative Services managed the RFQ process. <br />The firms were evaluated based upon the quality of the collective presentation, specifically their <br />responses in the areas of relevant experience with public engagement facilitation and <br />programming of library facilities. <br />Firms submitting RFQ proposals were: <br />Boomerang Architecture, Raleigh, NC <br />*Corley Redfoot Architects, Chapel Hill, NC <br />*Dan Huffman Architecture, Raleigh, NC <br />*Freelon Group Architects, Durham, NC <br />Godfrey and Associates, Dallas, TX <br />*HH Architecture, Raleigh, NC <br />HBA Architecture, Cleveland, OH <br />*MRA Architect/Inclusion Studio, Raleigh, NC <br />Vines Architecture, Raleigh, NC <br />*Firms invited to interview <br />Staff concluded the interview process on January 3, 2014, and is unanimously recommending <br />Freelon Group Architects of Durham, NC as the Primary Phase and Branch programming <br />consultant. The RFQ response from the Freelon Group Architects is located as part of <br />Attachment 2, "Professional Services Agreement ". Representatives from Freelon Group <br />Architects will be available to answer questions from the Board. <br />As noted in the Scope of Services, approval moves the County forward in fulfilling its <br />commitment to a public process with plans for three public meetings to receive input on potential <br />sites as well as library programming regardless of the location ultimately chosen. <br />Should the Board approve the facilitation agreement, the general schedule will be as follows: <br />TASK <br />PROPOSED <br />END BY <br />BEGINNING <br />DATE <br />DATE <br />Board of County Commission Action: Professional Services <br />1/23/14 <br />1/23/14 <br />Agreement Award to Freelon Group Architects <br />Primary Phase Public Input and Assessment Process; <br />1/24/14 <br />May 2014 <br />continuation of site due diligence <br />Board of County Commission Action: Workgroup and <br />June 2014 <br />June 2014 <br />Consultant report to the BOCC for feedback (to include public <br />input summary and programming parameters to assist in <br />potential future design of Southern Library) <br />
