1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: January 23, 2014 <br />Action Agenda <br />Item No. 7 -a <br />SUBJECT: Southern Branch Library Siting Criteria Update, Professional Services <br />Agreement Award with Freelon Group Architects for Primary Phase Public <br />Input Facilitation and Branch Programming <br />DEPARTMENT: Library, Asset Management PUBLIC HEARING: (Y /N) No <br />Services (AMS), Planning <br />ATTACHMENT(S): <br />1) BOCC Approved Southern Library <br />Siting Criteria <br />2) Professional Services Agreement <br />PURPOSE: To: <br />1) Receive and provide feedback <br />siting criteria process; <br />INFORMATION CONTACT: <br />Lucinda Munger, 919 - 245 -2528 <br />Jeff Thompson, 919 - 245 -2628 <br />Michael Harvey, 919 - 245 -2658 <br />regarding an update on the Southern Library <br />2) Consider awarding a professional services agreement to Freelon Group <br />Architects of Durham, NC in an amount not -to- exceed $29,500 for the facilitation <br />of the 120 Brewer Lane Site Primary Phase Public Input facilitation and southern <br />branch programming; and <br />3) Authorize the Manager to execute the necessary paperwork upon final approval <br />of the County Attorney. <br />BACKGROUND: On September 18, 2012, the Orange County Board of Commissioners <br />(BOCC), in conjunction with the Carrboro Board of Aldermen, approved a set of guiding <br />principles and a comprehensive site selection criterion (Attachment 1) for locating the new <br />Southern Branch of the Orange County Library (hereafter "the Branch "). Since that time the <br />Town has submitted several properties for review by County staff consistent with the approved <br />Branch siting process. <br />On November 5, 2013 the BOCC authorized staff to continue with a more granular level of <br />Preliminary Phase I analysis regarding the 120 Brewer Lane site. This site is integral to the 300 <br />Main development in Carrboro ( "Brewer Lane Site "), and analysis will continue on the Brewer <br />Lane Site until formal final reports are complete and synthesized. To date, this process has not <br />offered any major obstacles to hinder completion in a timely manner. In fulfillment of the <br />Board's commitment to an open and transparent process, the Board authorized staff to begin <br />the Primary Phase Public Input ( "Primary Phase ") for the Brewer Lane Site. <br />
