1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: January 23, 2014 <br /> Action Agenda <br /> Item No. 6-g <br /> SUBJECT: Request to Ratify the Renewal of the Emergency Solutions Grant Program <br /> Effective January 1, 2014 through September 30, 2014 <br /> DEPARTMENT: Social Services PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Nancy Coston, 245- 2800 <br /> Contract Sharron Hinton, 245-2800 <br /> Excerpt from FY 2013-2014 Budget <br /> Ordinance Adopted on June 18, 2013 <br /> PURPOSE: To ratify the renewal of the Emergency Solutions Grant (ESG) contract with the <br /> State of North Carolina for $116,011 through September 2014 and to authorize the County <br /> Manager to execute the sub-recipient contract with the Inter-Faith Council for Social Services <br /> upon review and approval by the County Attorney's Office. <br /> BACKGROUND: During 2012, a local interagency team developed a proposal for funding <br /> through ESG and received an initial allocation of $162,673 to provide both homelessness <br /> prevention and rapid re-housing. The Board approved the grant acceptance and associated <br /> contract at its January 24, 2013 regular meeting. <br /> At that time, the local interagency team decided that the Social Services Department would <br /> serve as the grant administrator and that services would be provided by Social Services and the <br /> Inter-Faith Council for Social Service (IFC) - a local non-profit organization. The funds provided <br /> to IFC ($59,615) will be used for emergency shelter operating costs and the funds to Social <br /> Services will be used for housing stability, particularly for families experiencing homelessness or <br /> are transitioning from shelters to permanent housing. <br /> The renewal for this grant was received by the County after the December break. The County <br /> Manager signed the contract so that persons currently receiving services (including rental <br /> payments) would not experience any disruptions in their housing plans. However, Board <br /> ratification/approval is required due to both the grant provisions and the Manager's signature <br /> authority provisions from the FY 2013-2014 Budget Ordinance (see attachment). <br /> FINANCIAL IMPACT: There are no County funds requested, and this grant will provide <br /> additional resources to serve persons who are homeless in Orange County. <br /> RECOMMENDATION(S): The Manager recommends that the Board ratify the contract renewal <br /> by the County Manager and authorize the County Manager to sign any sub-recipient contracts, <br /> contract amendments, or contract renewals. <br />
