32 <br /> 1 <br /> 2 A motion was made by Commissioner Pelissier, seconded by Commissioner <br /> 3 Price to appoint Arthur Sprinczeles to position #5 on the ASAB with a term expiration date of <br /> 4 6/30/2015. <br /> 5 <br /> 6 VOTE: UNANIMOUS <br /> 7 <br /> 8 Commissioner Dorosin noted that applicant Andrew Wood is listed as an animal welfare <br /> 9 advocate. He said he would like to nominate Andrew Wood for position #10. <br /> 10 Donna Baker said the ASAB has historically vetted applicants very carefully. She is not <br /> 11 sure why this applicant was not recommended. She said she would be happy to check with the <br /> 12 ASAB about this. <br /> 13 Commissioner Dorosin said he is not so concerned about the recommendation. He said <br /> 14 vacancy 10 is listed as special representative, animal advocacy. He questioned the meaning of <br /> 15 this description and noted that Andrew Wood's application indicates he is qualified. He said if <br /> 16 there is a certification or other requirement that Andrew Wood does not meet then that is <br /> 17 understandable, otherwise he would recommend him for this vacancy. <br /> 18 <br /> 19 Commissioner Dorosin made a motion to appoint Zack Ferguson to position # 7, and <br /> 20 Andrew Wood to position #10 (Animal Advocate position). <br /> 21 <br /> 22 Commissioner Price asked if the Board can appoint as needed or if there are specific <br /> 23 position requirements. <br /> 24 Donna Baker said some positions have specific requirements. <br /> 25 <br /> 26 Commissioner Price made a motion to appoint Lori Shapiro to position #12 (Animal <br /> 27 Handler position). <br /> 28 <br /> 29 Donna Baker said this position would require the ASAB to check Lori Shapiro's <br /> 30 qualifications. She said she would check about this appointment and the appointment of <br /> 31 Andrew Wood. <br /> 32 Commissioner McKee said he is concerned with the Board filling vacancies without <br /> 33 taking time to insure that the applicants are a match. He said some of these boards have too <br /> 34 many vacancies, but he is concerned about the idea of picking names while having little <br /> 35 background discussion. <br /> 36 He suggested the appointment of position #5, with a request for recommendations for <br /> 37 the other three vacant positions. <br /> 38 Commissioner Gordon has concerns about putting people on the Board without <br /> 39 knowledge of qualifications. <br /> 40 Commissioner Pelissier said she has sat in on the ASAB meetings and she won't vote <br /> 41 for anyone not recommended by the town. She said applicants are invited to attend a meeting <br /> 42 to insure commitment and knowledge of the board's workings. She said she would rather ask <br /> 43 the ASAB about these positions before voting. <br /> 44 Commissioner Dorosin said each of these boards has multiple vacancies, and many <br /> 45 have been vacant for a long time. He said there are also interested applicants, but when the <br /> 46 process is slowed down people lose interest. <br /> 47 He said the Board ultimately makes the recommendations, and unless there is a specific <br /> 48 requirement that is not met, the positions should be filled. He said he thinks these applicants <br /> 49 should be given a chance. He said the Boards have been set up to have a specific number of <br />
