32 1 2 A motion was made by Commissioner Pelissier, seconded by Commissioner 3 Price to appoint Arthur Sprinczeles to position #5 on the ASAB with a term expiration date of 4 6/30/2015. 5 6 VOTE: UNANIMOUS 7 8 Commissioner Dorosin noted that applicant Andrew Wood is listed as an animal welfare 9 advocate. He said he would like to nominate Andrew Wood for position #10. 10 Donna Baker said the ASAB has historically vetted applicants very carefully. She is not 11 sure why this applicant was not recommended. She said she would be happy to check with the 12 ASAB about this. 13 Commissioner Dorosin said he is not so concerned about the recommendation. He said 14 vacancy 10 is listed as special representative, animal advocacy. He questioned the meaning of 15 this description and noted that Andrew Wood's application indicates he is qualified. He said if 16 there is a certification or other requirement that Andrew Wood does not meet then that is 17 understandable, otherwise he would recommend him for this vacancy. 18 19 Commissioner Dorosin made a motion to appoint Zack Ferguson to position # 7, and 20 Andrew Wood to position #10 (Animal Advocate position). 21 22 Commissioner Price asked if the Board can appoint as needed or if there are specific 23 position requirements. 24 Donna Baker said some positions have specific requirements. 25 26 Commissioner Price made a motion to appoint Lori Shapiro to position #12 (Animal 27 Handler position). 28 29 Donna Baker said this position would require the ASAB to check Lori Shapiro's 30 qualifications. She said she would check about this appointment and the appointment of 31 Andrew Wood. 32 Commissioner McKee said he is concerned with the Board filling vacancies without 33 taking time to insure that the applicants are a match. He said some of these boards have too 34 many vacancies, but he is concerned about the idea of picking names while having little 35 background discussion. 36 He suggested the appointment of position #5, with a request for recommendations for 37 the other three vacant positions. 38 Commissioner Gordon has concerns about putting people on the Board without 39 knowledge of qualifications. 40 Commissioner Pelissier said she has sat in on the ASAB meetings and she won't vote 41 for anyone not recommended by the town. She said applicants are invited to attend a meeting 42 to insure commitment and knowledge of the board's workings. She said she would rather ask 43 the ASAB about these positions before voting. 44 Commissioner Dorosin said each of these boards has multiple vacancies, and many 45 have been vacant for a long time. He said there are also interested applicants, but when the 46 process is slowed down people lose interest. 47 He said the Board ultimately makes the recommendations, and unless there is a specific 48 requirement that is not met, the positions should be filled. He said he thinks these applicants 49 should be given a chance. He said the Boards have been set up to have a specific number of
