29 <br /> 1 Commissioner Pelissier asked how everyone will see the monitor during joint work <br /> 2 sessions. <br /> 3 David Taylor showed the view from the podium. He said the layout will be oval shaped, <br /> 4 and the three monitors will still be visible. He said the people behind the podium will have a <br /> 5 separate set of monitors. He said everyone on the south end of the room should have a good <br /> 6 view. He said the people at the north end will still have a good view of the lecturn. <br /> 7 Commissioner Rich asked if Michael Talbert could duplicate the size of the lecturn at the <br /> 8 Chapel Hill Town Hall. <br /> 9 Commissioner Gordon asked if the podium is movable. <br /> 10 David Taylor said yes. <br /> 11 Chair Jacobs asked if it is possible to have some of the monitors on swivels to allow <br /> 12 them to be angled for better view. <br /> 13 David Taylor said the monitors are planned to be angled at 15 degrees. He said <br /> 14 research can be done on this. <br /> 15 Chair Jacobs said the monitors are energy hogs. He said there needs to be a built in <br /> 16 way to turn off the ones that are not being used. <br /> 17 He said it also seems like there are a lot of monitors. He asked if there could be fewer, <br /> 18 especially if the project runs up against budget constraints. <br /> 19 David Evans said there is flexibility to scale back if desired. <br /> 20 Chair Jacobs said he would be interested to see the 60 inch or 80 inch monitor. He said <br /> 21 this might address some of the concerns. <br /> 22 He said he can also see a point where Commissioners might want to have some touch <br /> 23 screen capabilities in front of them. He said an alternative to individual devices would be to <br /> 24 have a built in computer monitor in front of all members of the Board. <br /> 25 Jeff Thompson asked if Chair Jacobs is asking for a laptop or monitor function. <br /> 26 Chair Jacobs suggested both be considered. He suggested it might be good to build in <br /> 27 some flexibility. <br /> 28 Commissioner Gordon said it is fine to consider different alternatives. She said this <br /> 29 room is going to be in use for a long time, and technology will change. She said it may be <br /> 30 better to set up wiring up front to prepare for future use and future technology. She suggested <br /> 31 using the type of monitors shown tonight in the presentation rather than a device built into the <br /> 32 dais. <br /> 33 Jeff Thompson said the technology piece is separate from the construction document <br /> 34 and the bid process. He said there will be time to move forward before the final component <br /> 35 installation has to be done. <br /> 36 <br /> 37 A motion was made by Commissioner McKee, seconded by Commissioner Pelissier for <br /> 38 the Board to: <br /> 39 <br /> 40 Authorize the Interim County Manager to award the construction bid for the project up <br /> 41 to the capital project budget during the Winter break, subject to final County Attorney approval. <br /> 42 <br /> 43 VOTE: UNANIMOUS <br /> 44 <br /> 45 d. Policy for Commemorative Plaques for County Facilities <br /> 46 The Board provided guidance to the Interim County Manager on the crafting of a <br /> 47 proposed policy for commemorative plaque design and installation for County facilities. <br /> 48 Jeff Thompson said the plaque in the hallway is a 24 inch x 24 inch anodized aluminum <br /> 49 plaque that is not designed to go outside. He said it is finished to have a brass appearance and <br /> 50 it is the standard in the County. <br />
