25 <br /> 1 He said the district tax is what has been discussed to date. He said the urban curbside <br /> 2 will be bid out to private contractors, and the County will purchase and maintain the roll carts. <br /> 3 Commissioner Pelissier asked if this means that the financing for July 1, 2014 is <br /> 4 unknown. <br /> 5 Michael Talbert said the urban service will be paid for with fees, as outlined in the <br /> 6 abstract. He said the fee is estimated at $60 per year for families and $19 per year for the <br /> 7 multi-family. He said this is not official until the RFP is back. <br /> 8 He said Chapel Hill also wants to look at bi-weekly collection alternatives. <br /> 9 Chair Jacobs said the County is anticipating a specific plan to pay for carts by the time <br /> 10 of the July 1St rollout. He said the current priority is to endorse the concept of moving toward <br /> 11 this option in the urban recycling program. <br /> 12 Michael Talbert said staff does anticipate financing the carts but the carts have a long <br /> 13 lead time and need to be ordered. He said financing can be arranged after this. <br /> 14 Commissioner Rich said she is excited about this, and she thanked the towns for <br /> 15 agreeing to stick with this amazing program. <br /> 16 She asked Gayle Wilson how many bins fit into the roll out carts. She questioned the bi- <br /> 17 weekly collection. <br /> 18 Gayle Wilson said the proposed carts are 95 gallons, versus the current 18 gallon bins. <br /> 19 He said the new roll carts will allow room for cardboard. <br /> 20 He clarified that bi-weekly collection means collection every other week. <br /> 21 Commissioner Rich said she liked the idea of an advisory board or citizen committee to <br /> 22 discuss solid waste and recycling. <br /> 23 Chair Jacobs suggested using language of"every other week" instead of bi-weekly <br /> 24 collection. <br /> 25 Commissioner Price thanked staff for moving this project forward. She asked about the <br /> 26 timeline for the rural area recycling. <br /> 27 Michael Talbert said that would be coming to the Board of County Commissioners on <br /> 28 December 10tH <br /> 29 Commissioner McKee said there is no doubt that the County and Towns can do this <br /> 30 more efficiently as a team. <br /> 31 Commissioner Gordon said she is glad there will be one recycling program. <br /> 32 She asked for confirmation that the carts will not be ordered until the letters of intent are <br /> 33 received. <br /> 34 Michael Talbert said this is correct. <br /> 35 Commissioner Gordon said this is an achievement worth celebrating. <br /> 36 Chair Jacobs said this is a breakthrough, and it will be celebrated at the Assembly of <br /> 37 Governments meeting. <br /> 38 He said the Solid Waste staff deserves a pat on the back for a great job. <br /> 39 He said this agreement could also help reach the goal of recycling more materials. <br /> 40 Chair Jacobs said this process might be more complicated in the rural areas. <br /> 41 Michael Talbert said the County and Towns are both interested in the possibility of fixing <br /> 42 the pricing for the urban services for at least 3-5 years. <br /> 43 Commissioner Rich thanked the solid waste staff. <br /> 44 Commissioner Pelissier referred to page 24 of the abstract. She asked for clarification <br /> 45 on the reference to performance measures. <br /> 46 Gayle Wilson said he understood that the town wanted more data on the performance of <br /> 47 the programs that were operated in the towns, specifically data on participation rates and <br /> 48 quantity of materials. <br /> 49 He said this was previously difficult to obtain, but the radio frequency chip (RFID) in the <br /> 50 roll carts should be able to provide this data. <br />
