24 <br /> 1 submitting proof of payment to the County <br /> 2 • Remit any funds received by the Town as a result of a roll cart grant award to the County <br /> 3 within 30 days of receipt of the grant funds. <br /> 4 • Negotiate in good faith with the County to finalize a new comprehensive Solid Waste Interlocal <br /> 5 Agreement as soon as possible but no later than June 30, 2014 <br /> 6 • Assist the County with the implementation of a conversion to roll carts for the urban curbside <br /> 7 recycling programs as soon as contracts have been approved but no later than July 1, 2014 <br /> 8 • Include in the Town's 2014/2015 Budget Ordinance a section authorizing the County to charge <br /> 9 and collect a fee for urban curbside and multi-family recycling within their town limits and <br /> 10 provide urban curbside and multi- family recycling services including new roll carts for all Town <br /> 11 residents." <br /> 12 <br /> 13 Michael Talbert said the last point of the letter above is the most important. He said this <br /> 14 letter is before the Board tonight because the Town of Chapel Hill will hold their last meeting at <br /> 15 the end of November, and there is not adequate time for all boards to act. This letter of intent is <br /> 16 proposed as a means to move this forward. <br /> 17 He said the recommendation is to execute this letter of intent, and with the approval of <br /> 18 the Towns, have the County attorney work on an interim agreement to create the grant funding <br /> 19 for the purchase of the carts. He said the County will pick up the balance of this purchase. He <br /> 20 said the total purchase of the carts will be just over $1 million, and the anticipated grant <br /> 21 proceeds are $214,000. <br /> 22 He said, with Board authorization, the manager could award the roll cart bid prior to the <br /> 23 Board's return from break in January. <br /> 24 Commissioner Dorosin asked if, between now and June 30th, the status quo will <br /> 25 continue, regardless of how the Board proceeds. He asked if it was possible that any <br /> 26 agreements would go into effect before July 1. <br /> 27 Michael Talbert said there is a current arrangement to use reserve funds within solid <br /> 28 waste to fund these activities through July 1, 2014. He said that proceeding this way gives the <br /> 29 opportunity, on July 1, to do the billing that will replace the 3R fee. He said this will be attached <br /> 30 to the property tax. <br /> 31 He said the goal is to transition to curbside recycling with roll carts as soon as possible, <br /> 32 as it is more effective and efficient. <br /> 33 Commissioner Dorosin asked if the program will continue being funded out of reserves <br /> 34 through June 30th <br /> 35 Michael Talbert said yes. <br /> 36 Commissioner Dorosin clarified that the out of pocket cost of the carts will be about <br /> 37 $785,000. <br /> 38 Michael Talbert said this is correct. <br /> 39 Commissioner Dorosin asked if Michael Talbert and the attorney have talked with the <br /> 40 Towns and if the Towns are on board with signing letters of intent. <br /> 41 Michael Talbert said yes. He said staff has gotten informal commitment from <br /> 42 Hillsborough. He said Carrboro has considered this in a public meeting and would like to move <br /> 43 forward. He said the Town of Chapel Hill has also instructed their manager to move forward. <br /> 44 Commissioner Pelissier referred to the section on financing mechanisms on page 6 of <br /> 45 the abstract. She thought there would be a district tax, but the draft appears to say there can <br /> 46 be different mechanisms for rural and urban areas. <br /> 47 Michael Talbert said tonight's item is only for urban curbside and multi-family within the <br /> 48 town limits. He said the draft is just a starting point for the potential of a future district. He said <br /> 49 this language is just a starting point. <br />
