23 <br /> 1 The Board received an update on progress between the Towns and County regarding <br /> 2 urban curbside and multi-family recycling services and considered awarding the bid for roll <br /> 3 carts, not to exceed $1,100,000. <br /> 4 Michael Talbert said the Towns requested additional information from contractors on <br /> 5 having their own solid waste, curbside recycling and transfer station. He noted the attachment <br /> 6 outlining the details of the information received by Chapel Hill in their request for proposals <br /> 7 (RFP). <br /> 8 He said the County and Town managers met on November 1St, with the idea that the <br /> 9 County proposal would be very competitive with the RFP and with the intent to move forward. <br /> 10 He noted the letter of intent drafted by the County as a premise for moving forward. He <br /> 11 said the County is very interested in continuing the long term and successful partnership with <br /> 12 the towns regarding recycling and waste reduction. <br /> 13 Michael Talbert read the letter as follows: <br /> 14 <br /> 15 "Orange County is very interested in continuing our long and successful partnership with the <br /> 16 Town with regard to recycling and waste reduction. Our state-leading programs are the model <br /> 17 for success in reducing local government waste disposal and our longstanding local recycling <br /> 18 partnership is a model of intergovernmental cooperation and effectiveness. <br /> 19 <br /> 20 The Town wishes to continue participation in the recycling program. The most timely and least <br /> 21 complicated manner in which to proceed would be for the Town to authorize the County to <br /> 22 charge and collect a fee for urban curbside recycling within their town limits. The County would <br /> 23 provide turnkey urban curbside recycling services including new roll carts for all Town residents. <br /> 24 The Town Attorney has agreed that municipalities have the authority charge for the urban <br /> 25 curbside recycling services and authorize the County to provide the services. <br /> 26 <br /> 27 Orange County Intends to: <br /> 28 <br /> 29 • Immediately proceed with a Request for Proposals (RFP) for Collection Services and Roll <br /> 30 Cart acquisition (carts may be available by piggybacking) <br /> 31 • Immediately assist the Towns with applications for DENR Roll Carts Grants <br /> 32 • Draft an interim agreement for the Purchase of Roll Carts using grant funds with each Town <br /> 33 whereby: <br /> 34 • The County will pay the Town an amount equal to the invoice received by the Town for the <br /> 35 roll carts purchased by the County for the Town solely for use in the Urban Curbside Recycling <br /> 36 Program, and <br /> 37 • Expect to receive the funds resulting from a grant awarded to the Town for the purpose of <br /> 38 implementation of curbside recyclable collection to offset the County expenditure on roll carts <br /> 39 • Negotiate in good faith with the Towns to finalize a new comprehensive Solid Waste Interlocal <br /> 40 Agreement as soon as possible but no later than June 30, 2014 <br /> 41 • Implement the conversion to roll carts for the urban curbside recycling programs as soon as <br /> 42 contracts have been approved or purchase authority provided, but no later than July 1, 2014 <br /> 43 The Town Intends to: <br /> 44 <br /> 45 • Immediately apply for DENR Roll Carts Grants with the County's assistance as needed <br /> 46 • Negotiate in good faith with the County to execute an interim agreement for the purchase of <br /> 47 Roll Carts for each Town whereby <br /> 48 • The Town will notify the County of its receipt of an invoice for roll carts that were bid and <br /> 49 ordered by the County for use in the Town's curbside recycling program <br /> 50 • Receive payment from the County for the invoiced amount and then pay the invoice, <br />
