18 <br /> 1 WHEREAS, the North Carolina Board of Transportation (BOT), every two years, prepares a <br /> 2 Statewide Transportation Improvement Program (STIP) that identifies transportation projects to <br /> 3 be implemented over the next seven years with State and Federal funding; and <br /> 4 <br /> 5 WHEREAS, the North Carolina BOT solicits input for identifying transportation projects of local <br /> 6 and regional importance to be included in the FY 2016-2022 STIP; and <br /> 7 <br /> 8 WHEREAS, the DCHC MPO Transportation Advisory Committee is charged with the <br /> 9 development of a regional priority list and Metropolitan Transportation Improvement Program <br /> 10 (MTIP); and <br /> 11 <br /> 12 WHEREAS, Orange County is a member jurisdiction of the DCHC MPO; and <br /> 13 <br /> 14 WHEREAS, Orange County gives priority to identified safety needs on existing roads and <br /> 15 bridges, to transportation projects that encourage alternatives to automobile travel, to projects <br /> 16 that minimize adverse impacts on the natural environment and cultural sites, and to those <br /> 17 projects that foster economic development in the County's designated Economic Development <br /> 18 Districts; and <br /> 19 <br /> 20 WHEREAS, Orange County strongly encourages the North Carolina Department of <br /> 21 Transportation (NCDOT) to design all highway projects, where appropriate, to accommodate <br /> 22 bicycle and pedestrian traffic to provide alternative means of transportation that may result in <br /> 23 reduced automobile traffic and related air and water impacts; and <br /> 24 <br /> 25 WHEREAS, Orange County encourages the NCDOT to design all new or replacement bridges <br /> 26 with sufficient clearance to allow wildlife to cross safely under them, and to allow pedestrian <br /> 27 passage along any existing or planned trail-system connectors; and <br /> 28 <br /> 29 WHEREAS, Orange County has outlined its transportation needs within the DCHC MPO <br /> 30 planning area in an attachment to this resolution; <br /> 31 <br /> 32 NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that <br /> 33 the Board endorses the following prioritized list of transportation projects to be considered for <br /> 34 the FY 2016-2022 DCHC MPO regional priority list and MTIP; <br /> 35 <br /> 36 NOW, THEREFORE BE IT FURTHER RESOLVED that the Orange County Board of <br /> 37 Commissioners may re-prioritize the following list of transportation projects, as more <br /> 38 information becomes available in the coming months. <br /> 39 <br /> 40 1 Orange Grove Road/I-40 Pedestrian Bridge: Construct a pedestrian bridge over I-40 <br /> 41 alongside Orange Grove Road (SR 1006), construct a sidewalk along the north side of <br /> 42 Orange Grove Road (SR 1006) from the pedestrian bridge to Timbers Drive, construct <br /> 43 sidewalks along both sides of New Grady Brown School Road with a midblock crossing, <br /> 44 and construct a sidewalk along one side of Oakdale Drive from Cheshire Drive to <br /> 45 Orange Grove Road. <br /> 46 <br /> 47 This project will be submitted as a new pedestrian project for consideration of inclusion <br /> 48 in the DCHC MPO regional priority list and MTIP as well as the 2016-2022 STIP.
