15 <br /> 1 <br /> 2 WHEREAS, the North Carolina Board of Transportation (BOT), every two years, prepares a <br /> 3 Statewide Transportation Improvement Program (STIP) that identifies transportation projects to <br /> 4 be implemented over the next seven years with State and Federal funding; and <br /> 5 <br /> 6 WHEREAS, the North Carolina BOT solicits input for identifying transportation projects of local <br /> 7 and regional importance to be included in the FY 2016-2022 STIP; and <br /> 8 <br /> 9 WHEREAS, North Carolina has established Rural Planning Organizations (RPOs) to coordinate <br /> 10 regional transportation planning in rural areas in cooperation with the North Carolina <br /> 11 Department of Transportation (NCDOT); <br /> 12 <br /> 13 WHEREAS, Orange County is a member of the Triangle Area Rural Planning Organization <br /> 14 (TARPO) charged with developing and prioritizing proposed transportation projects that the <br /> 15 RPO believes should be included in the STIP; <br /> 16 <br /> 17 WHEREAS, Orange County gives priority to identified safety needs on existing roads and <br /> 18 bridges, to transportation projects that encourage alternatives to automobile travel, to projects <br /> 19 that minimize adverse impacts on the natural environment and cultural sites, and to those <br /> 20 projects that foster economic development in the County's designated Economic Development <br /> 21 Districts; and <br /> 22 <br /> 23 WHEREAS, Orange County strongly encourages the NCDOT to design all highway projects, <br /> 24 where appropriate, to accommodate bicycle and pedestrian traffic to provide alternative means <br /> 25 of transportation that may result in reduced automobile traffic and related air and water impacts; <br /> 26 and <br /> 27 <br /> 28 WHEREAS, Orange County encourages the NCDOT to design all new or replacement bridges <br /> 29 with sufficient clearance to allow wildlife to cross safely under them, and to allow pedestrian <br /> 30 passage along any existing or planned trail-system connectors; and <br /> 31 <br /> 32 WHEREAS, Orange County has outlined its transportation needs within the TARPO planning <br /> 33 area in an attachment to this resolution; <br /> 34 <br /> 35 NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that <br /> 36 the Board endorses the following prioritized list of transportation projects to be considered for <br /> 37 the FY 2016-2022 TARPO regional priority list. <br /> 38 <br /> 39 1 Orange Public Transportation Expansion Vehicles: Request/purchase up to six (6), 25-foot, <br /> 40 18-passenger cutaway bus vehicles to accommodate bus service expansion as <br /> 41 recommended in the Orange County Bus and Rail Investment Plan (OCBRIP) and the draft <br /> 42 Five-Year Orange County Bus Service Expansion Program currently under development. <br /> 43 <br /> 44 This project will be submitted as a new transit project to be considered for inclusion in <br /> 45 the TARPO regional priority list as well as the 2016-2022 STIP. <br /> 46 <br /> 47 2 NC 54 Widening: Widen NC 54 from Orange Grove Road (SR 1006) to Old Fayetteville <br /> 48 Road (SR 1937/1107) from a two (2)-lane undivided thoroughfare to a four (4)-lane <br /> 49 divided boulevard type thoroughfare. <br /> 50 <br />
